Article 20, paragraph 2, of the Rotterdam Convention states provides that any Party that is not a regional economic integration organization may " ddeclare in a written statement that it recogniszes one or both of the following means of dispute settlement as compulsory in relation to any Party accepting the same obligation:

" 2- يجوز للطرف، لدى توقيع هذه الاتفاقية أو التصديق عليها أو قبولها أو إقرارها أو الانضمام إليها، وفي أي وقت بعد ذلك، أن يبلِّغ الوديع خطياً أنه يقبل، بشأن النزاعات التي لم تسو وفقاً للفقرة 1 أعلاه، أن يعتبر إحدى وسيلتي التسوية المبينتين فيما يلي، أو الاثنتين إلزاميتين في علاقته بأي طرف يقبل نفس الالتزام:

The results of the compulsory dispute settlement will be binding on any Parties that accept the means of dispute settlement.

2. Paragraph 2 of Article 18 of the Stockholm Convention provides that " a Party that is not a regional economic integration organization may declare in a written instrument submitted to the depositary that, with respect to any dispute concerning the interpretation or application of the Convention, it recognizes one or both of the following means of dispute settlement as compulsory in relation to any Party accepting the same obligation:
