" طلبات الحصول على المشورة المقدمة من المجلس الاقتصادي والاجتماعي أو الجمعية العامة بموافقة دولة عضو معنية تمر بظروف استثنائية، تصبح معها على وشك الوقوع في صراع أو الانتكاس إليه، ولا تكون هذه الظروف قيد نظر المجلس وفقا للمادة 12 من الميثاق " .
