٦٨- وفيما يتعلق بتفاقم ظاهرة الفقر في العالم، تبين إدارة التنمية الاقتصادية والاجتماعية التابعة لﻷمانة العامة أن الفقر قد تفاقم في أفريقيا وأمريكا اللاتينية خلال السنوات العشر اﻷخيرة، سواء باﻷرقام المطلقة أم بالقيم النسبية، بينما انخفض في آسيا، حيث تعزى نسبة لا بأس بها من التحسن إلى الصين.

Hence, the phenomenon of poverty has become one of the main priority challenges for the State, and the past few years have seen increasing efforts to combat it through the adoption of numerous measures and the implementation of projects designed, directly or indirectly, to eradicate the problem and its adverse effects on society.

405. The Secretariat-General put the subject of the phenomenon of poverty in the Arab World before the 14th session of the Council of the League of Arab States at summit level and the Council adopted resolution 240 (28 March 2002), stipulating the following:

36. In the years ahead, efforts to combat poverty will be given absolute priority. The Third Socio-Economic Development Plan for Poverty Eradication is nothing more nor less than a tool for combating the phenomenon of poverty and ending its growth through a comprehensive vision of the concept of poverty that looks beyond inadequate income to such aspects as education, health, basic social services and the like.
