245. Article 1 of the Penal Code, in the chapter setting forth general principles, stipulates that: “There is no crime or punishment except as defined by law.”
التشريعات الوطنية ذات العلاقة ٥٤٢- المادة ١ من قانون العقوبات باب القواعد العامة تنص: " لا جريمة ولا عقوبة إلا بنص " .

" (a) There shall be no crime or punishment except as defined by law and penalties shall be imposed only in respect of acts committed after the entry into force of the law pertaining thereto.
" (أ) لا جريمة ولا عقوبة إلا بناء على القانون، ولا عقاب إلا على الأفعال اللاحقة للعمل بالقانون الذي ينص عليها.

There is neither crime nor punishment except as provided by law (art. 32)
لا جريمة ولا عقوبة إلا بناء على قانون (المادة 32)؛

This signifies that the specified period of time needed for the adjudication of cases is consistent with the principle of prompt appearance before a judge and that the principle of " no crime or punishment except as provided by law " sets out a clear road map for lawenforcement and investigating authorities.
كما أن مبدأ (لا جريمة ولا عقوبة إلا بنص) قد رسم خارطة طريق واضحة للقائمين على إنفاذ القوانين والسلطات التحقيقية.

Article 38: " Punishment shall be personal. There shall be no crime or punishment except as defined by a legal provision or regulation. No punishment shall be imposed except for acts committed subsequent to the entry into force of the legal provision governing them. "
المادة 38 تنص على أنّ " العقوبة شخصية ولا جريمة ولا عقوبة إلا بناء على نص شرعي أو نص نظامي ولا عقاب إلا على الأعمال اللاحقة للعمل بالنص النظامي " .

84. Moreover, article 38 emphasizes that: " Punishment shall be personal. There shall be no crime or punishment except as defined by law or regulations and acts shall be punishable only after the entry into force of the legal provision governing them. "
83- وأكدت المادة 38 على أن " العقوبة شخصية ولا جريمة ولا عقوبة إلا بناء على نص شرعي أو نص نظامي ولا عقاب إلا على الأعمال اللاحقة للعمل بالنص النظامي " .

Article 21 of the Basic Law of the State provides that " no crime and no penalty [exist] except by virtue of law, and no punishment except for acts following enforcement of law providing for it " , and that punishment is against an individual, not a family or relatives.
218- نص النظام الأساسي للدولة في المادة 21 منه على أنه " لا جريمة ولا عقوبة إلا بناء على قانون ولا عقاب إلا على الأفعال اللاحقة للعمل بالقانون الذي ينص عليها والعقوبة شخصية " .

442. The principles enunciated in this article of the Covenant are taken up in the Egyptian Constitution in its articles 66 and 67, the first of which stipulates that there is no crime or punishment except as defined by law and that penalties can be inflicted only on the basis of a court judgement and solely for acts committed subsequent to the entry into force of the legislation pertaining thereto.

Article 38 further stipulates that: " Punishment is personal. There is no crime or punishment except as defined by law or regulations and penalties shall be imposed only in respect of acts committed subsequent to the entry into force of the instrument under which they are designated as offences. "
والمادة 38 حيث تنص على أن " العقوبة شخصية ولا جريمة ولا عقوبة إلا بناء على نص شرعي أو نظامي، ولا عقاب إلا على الأعمال اللاحقة للعمل بالنص النظامي ... "

The State of Qatar has emphasized these principles in its domestic legislation, which stipulates that there is no crime or punishment except as defined by law and that any person who is the victim of an act of racial discrimination can resort to the civil and sharia courts which apply the national laws under which such acts are punishable.
3- وقد أكدت دولة قطر على هذه الأهداف في قوانينها المحلية، حيث لا جريمة ولا عقوبة إلا بنص، ويمكن لأي شخص وقع عليه فعل من أفعال التمييز العنصري أن يلجأ للمحاكم المدنية والشرعية التي تقوم بتطبيق القوانين الوطنية المعاقبة لهذه الأفعال.

49. The Criminal Code, in article 3, stipulates that there can be no penalty except as prescribed by law.
49- ينص قانـون العقوبـات في المادة 3 منه على مبدأ شرعية الجرائم " لا جريمة ولا عقوبة إلا بنص " .

The Qatari Constitution guarantees freedom of opinion and publication and prohibits the extradition of political refugees. It also provides that there is no crime and no punishment without law (nullum crimen, nulla poene sine lege) and that the accused is innocent until proven guilty before a court of law in a trial in which he is assured of the necessary guarantees to exercise the right of defence.
فقد كفل الدستور القطري حرية الرأي والنشر وحظر تسليم اللاجئين السياسيين ونص على أن لا جريمة ولا عقوبة إلا بنص، وأن المتهم بريء حتى تثبت إدانته أمام القضاء في محاكمة توفر له الضمانات الضرورية لممارسة حق الدفاع.
