Since unilateral declarations were not the same as agreements negotiated among States, rules relating to the revocation of such agreements should not necessarily apply automatically to unilateral declarations.

4. The seventh report strove to fill some of these gaps by presenting a set of draft guidelines dealing with the form and procedure for the withdrawal of reservations, with the exception, however, of the rules applying to unilateral declarations by which a State or an international organization seeks to enlarge the scope of previous reservations.

1. Delegations commended the Commission, the Special Rapporteur and the Working Group for the adoption of the " Guiding Principles applicable to unilateral declarations of States capable of creating legal obligations " .

It was considered unclear which authorities other than Heads of State, Heads of Government or ministers for foreign affairs were able to bind a State by a unilateral declaration, and whether the same criteria should apply in this regard to unilateral declarations with a specific addressee and to those addressed to the international community as a whole.
3 - ارتئي أنه من غير الواضح ما هي السلطات، غير رؤساء الدول والحكومات ووزراء الخارجية، القادرة على إلزام دولة ما بإعلان انفرادي، وما إذا كان ينبغي تطبيق المعايير نفسها في هذا الشأن على الإعلانات الانفرادية التي توجه لجهة بعينها، وتلك الموجهة للمجتمع الدولي بأسره.

There is no reason why this principle should not also apply to unilateral declarations; the consequence is that a State cannot impose obligations on other States to which it has addressed a unilateral declaration unless the latter unequivocally accept these obligations resulting from that declaration.
