Reflecting the greatly increased concern of Member States about the need for effective oversight, the General Assembly in its resolution 50/233 of 7 June 1996 stressed that the impact of the Unit on the cost-effectiveness of activities within the United Nations system was a shared responsibility of the Member States, the Unit and the secretariats of the participating organizations.
٢ - وإعرابا عن تزايد قلق الدول اﻷعضاء بشكل بالغ إزاء الحاجة إلى توافر مراقبة فعالة، شددت الجمعية العامة في قرارها ٠٥/٣٣٢ المؤرخ ٧ حزيران/يونيه ٦٩٩١ على أن اﻷثر المتوخى من الوحدة على فعالية تكاليف اﻷنشطة داخل منظومة اﻷمم المتحدة هو مسؤولية مشتركة للدول اﻷعضاء، والوحدة وأمانات المنظمات المشاركة.

32. The Unit looks forward to working together with Member States and the secretariats of the participating organizations on this urgent matter and other measures to increase further the impact of the Unit and other oversight mechanisms on the cost-effectiveness of United Nations system activities.
٢٣ - وتتطلع الوحدة إلى العمل مع الدول اﻷعضاء وأمانات المنظمات المشاركة على هذه المسألة المستعجلة وعلى التدابير اﻷخرى لزيادة تأثير الوحدة وسائر آليات المراقبة على فعالية تكاليف أنشطة منظومة اﻷمم المتحدة.

3. The General Assembly, in resolution 50/233, stressed that the impact of the Unit on the cost-effectiveness of activities within the United Nations system was a shared responsibility of the Member States, the Unit and the secretariats of participating organizations.
٣ - شددت الجمعية العامة، في قرارها ٥٠/٢٣٣، على " أن أثر وحدة التفتيش المشتركة على فعالية تكاليف اﻷنشطة المضطلع بها داخل منظومة اﻷمم المتحدة هو مسؤولية مشتركة للدول اﻷعضاء، والوحدة، وأمانات المنظمات المشاركة " .

The scheme takes into account relevant United Nations General Assembly resolutions, including resolution 50/233, which established the principle that the impact of the Unit on the cost-effectiveness of activities within the United Nations system is a shared responsibility of the Member States, the Unit and the secretariats of the participating organizations.

20. Maximizing the impact of the Unit on the cost-effectiveness of activities within the United Nations system, however, will require more than improvements in the elaboration of the programme of work and in the quality of its recommendations. It will entail far-reaching changes in the way that its reports are handled by participating organizations.
20 - ولكي يكون للوحدة أبلغ الأثر على فعالية تكاليف الأنشطة في منظومة الأمم المتحدة، لا يكفي مع هذا زيادة إحكام خطة العمل والارتقاء بنوعية توصياتها، فالأمر يستلزم تغييرات بعيدة المدى في الطريقة التي تتعامل بها المنظمات المشاركة مع تقاريرها.

22. In its resolution 50/233, the General Assembly had established that the impact of the Unit on the cost-effectiveness of activities within the United Nations system was a shared responsibility of the Member States, the Unit and the secretariats of the participating organizations.
22 - وأردف قائلا، إن الجمعية العامة شددت في قرارها 50/233، بأن الأثر المتوخى من الوحدة على فعالية تكاليف الأنشطة داخل منظومة الأمم المتحدة هو مسؤولية مشتركة للدول الأعضاء والوحدة وأمانات المنظمات المشاركة.
