The requesting State Party shall retain the authority to reject all or part of any telecommunication assistance offered pursuant to this Convention in accordance with the requesting State Party's existing national law and policy.

Article 1, paragraph 15, of the Convention defined " damage " to mean " any impact on the living or non-living components of that environment or those ecosystems, including harm to atmospheric, marine or terrestrial life, beyond that which is negligible or which has been assessed and judged to be acceptable pursuant to this Convention. "

Any person who is taken into custody or regarding whom any other measures are taken or proceedings are carried out pursuant to this Convention shall be guaranteed fair treatment, including enjoyment of all rights and guarantees provided by the law of the State in the territory of which that person is present and by relevant provisions of international law, including international standards of human rights.

4. Without prejudice to domestic law, the competent authorities of a State Party may, without prior request, transmit information relating to criminal matters to a competent authority in another State Party where they believe that such information could assist the authority in undertaking or successfully concluding inquiries and criminal proceedings or could result in a request formulated by the latter State Party pursuant to this Convention.
4- يجوز للسلطات المختصة للدولة الطرف، دون مساس بالقانون الداخلي، ودون أن تتلقى طلبا مسبقا، أن تحيل معلومات متعلقة بمسائل جنائية الى سلطة مختصة في دولة طرف أخرى حيثما ترى أن هذه المعلومات يمكن أن تساعد تلك السلطة على القيام بالتحريات والاجراءات الجنائية أو اتمامها بنجاح أو قد تُفضي الى قيام الدولة الطرف الأخرى بصوغ طلب عملا بهذه الاتفاقية.

4.
