As mandated by world leaders at the Rio+20 Conference, the process to develop sustainable development goals (SDGs) through an inclusive and transparent intergovernmental process was agreed upon by the General Assembly, and in this respect, an Open Working Group (OWG) was established in January 2013.

At the Conference, Member States also decided to establish an inclusive and transparent intergovernmental process on sustainable development goals that is open to all stakeholders, with a view to developing global sustainable development goals to be agreed by the General Assembly by constituting an open working group comprising of 30 representatives nominated by Member States from the five regional groups.

In the Conference outcome document the Heads of State or Government and high-level representatives resolved to " establish an inclusive and transparent intergovernmental process on sustainable development goals that is open to all stakeholders, with a view to developing global sustainable development goals to be agreed by the General Assembly " (see resolution 66/288, annex, para. 248).
وفي الوثيقة الختامية للمؤتمر أبدى رؤساء الدول أو الحكومات والممثلون رفيعو المستوى عزمهم على " إرساء عملية حكومية دولية شفافة شاملة للجميع بشأن أهداف التنمية المستدامة تشارك فيها جميع الجهات المعنية من أجل وضع أهداف عالمية للتنمية المستدامة يتم الاتفاق عليها في الجمعية العامة " (انظر القرار 66/288، الفقرة 248).
