ويتعين على السلطات العامة والمؤسسات العامة أن تتقيد تقيداً كاملاً بمبدأ المساواة، ويُحظر عليها الضلوع في أي عمل أو ممارسة تمييز عنصري ضد الأشخاص أو الجماعات أو المؤسسات.
