At the 5th meeting, on 24 January 1997, Ms. Graça Machel, the expert of the Secretary-General appointed pursuant to General Assembly resolution 48/157 to undertake a study on the impact of armed conflict on children, delivered a statement. (See paras. 47-54 below.)

4. The Graça Machel report of 1996 on the impact of armed conflict on children (A/51/306 and Add.1) laid the foundation for the CAAC* agenda and constituted a seminal call to action.

The situation of children in armed conflict remained a matter of the utmost concern as borne out by the appalling litany of practices and acts of violence involving children recounted by the expert of the Secretary-General in her report on the impact of armed conflict on children (A/51/306 and Add.1).

4. The report on the impact of armed conflict on children ( " the Machel study " (A/51/306, annex)), submitted in August 1996 pursuant to General Assembly resolution 48/157 of 20 December 1993, gave particular attention to the situation of unaccompanied minors:

15. The Action for the Rights of Children project is one of the strategies developed by UNHCR in response to the recommendations of the report of the expert of the Secretary-General on the impact of armed conflict on children (the Machel study) (A/51/306 and Add.1).
