127. The Monitoring Group has previously reported details in regards to acts that obstruct the implementation of Security Council resolution 1862 (2009), most recently in its reports on Eritrea for 2012 (S/2012/545) and 2013 (S/2013/440).

Let me from the outset welcome the report of the Secretary-General on Eritrea (S/2010/327).

9. On 13 July 2012, the report of the Somalia and Eritrea Monitoring Group on Eritrea was issued as a document of the Security Council (S/2012/545).

162. Consequently, the Monitoring Group recommends option 2 as the only viable alternative until such a time as the Security Council decides to lift sanctions on Eritrea.

On 20 July, following a briefing by Mr. B. Lynn Pascoe, Under-Secretary-General for Political Affairs, on the Secretary-General's report on Eritrea and its disputes with Djibouti, the Council held consultations of the whole during which the Chair of the 751/1907 Committee, Ambassador Claude Heller of Mexico, briefed the Council on the activities of the Committee.

Since the Monitoring Group had not yet received a reply to the information requests agreed in Cairo, the point was made that, given the limited time available before submission of its final reports to the Committee, Eritrean authorities would need to respond more quickly than they had following the Cairo meeting if their views were to be reflected by the Monitoring Group in its final report on Eritrea.
وحيث إن فريق الرصد لم يكن قد تلقى آنذاك رداً على طلبات الحصول على المعلومات التي اتُفق عليها في القاهرة، فقد أشير إلى أن ضيق الوقت المتاح قبل إحالة الفريق تقاريره النهائية إلى اللجنة يستلزم من السلطات الإريترية الرد بوتيرة أسرع مما حدث بعد اجتماع القاهرة إذا كانت تود أن يدرجَ فريق الرصد آراءها في تقريره النهائي عن إريتريا.

22. Several ICDC initiatives have focused on psychosocial trauma rehabilitation for children trapped in armed conflicts — a study on Eritrea and Ethiopia is being followed by one on Bosnia and Herzegovina. The Centre has also studied rehabilitation efforts following the 1994 genocide in Rwanda, pointing to ways in which the Convention could have been more effectively applied in the post-conflict situation.
٢٢ - وركزت عدة مبادرات للمركز على إعادة التأهيل من الصدمات النفسية الاجتماعية التي يعاني منها اﻷطفال الواقعون في شرك النزاعات المسلحة - وستعقب دراسة عن إريتريا وإثيوبيا دراسة أخرى عن البوسنة والهرسك كما درس المركز أيضا جهود التأهيل التي بذلت عقب عمليات اﻹبادة الجماعية عام ١٩٩٤ فــي رواندا، مع اﻹشارة إلى السبل الــتي كان باﻹمكان أن تنفذ بها الاتفاقية بفعالية أكبر في حالة ما بعد النزاع.

PEN submitted several reports at the universal periodic review working group sessions: a joint report on Tunisia (Geneva, 7 to 18 April 2008); a report on China (Geneva, 2 to 13 February 2009); a report on Afghanistan and Viet Nam (Geneva, 4 to 15 May 2009); and a report on Eritrea (Geneva, 30 November to 9 December 2009).

That the same cannot be said for Eritrea is obvious, and that is why it was felt by the Organization of African Unity (OAU) that an appeal should be made to the two parties to cooperate with the facilitators and to accept and implement the proposal submitted by them.
