14. Mr. Paasivirta (Observer for the European Commission), speaking on behalf of the European Community on responsibility of international organizations, said that the commentary to draft article 17 on consent mentioned the example of consent by a State to the verification of the electoral process.

Reference is made to a report of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment dated 23 February 1999, which refers to a visit by that body to Turkey in 1997 and notes that the existence and extent of the problem of torture in Turkey had been established beyond doubt.
وثمة إشارة إلى تقرير صادر في 23 شباط/فبراير 1999، عن اللجنة الأوروبية لمنع التعذيب والمعاملة أو العقوبة اللاإنسانية أو المهينة يشير إلى زيارة قامت بها تلك اللجنة إلى تركيا في عام 1997 ويلاحظ أن وجود مشكلة التعذيب ونطاقها في تركيا قد تم إثباتهما إثباتاً لا يدع مجالاً للشك.

Persons deprived of freedom are treated in accordance with the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and Standards and Recommendations of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT).
78- ويعامل الأشخاص المحرومون من الحرية وفقاً للاتفاقية الأوروبية لمنع التعذيب والمعاملة أو العقوبة اللاإنسانية أو المهينة، والمعايير والتوصيات الصادرة عن اللجنة الأوروبية لمنع التعذيب والمعاملة أو العقوبة اللاإنسانية أو المهينة.

As to article 23, the authors refer to a decision of admissibility of the European Commission on Human Rights in Uppal v. United Kingdom, where the Commission, holding the case admissible, considered that issues arising under article 8 of the European Convention were complex and that their determination should depend on the merits.
