AttorneyGeneral of Jamaica in which the Committee held that the delay in carrying out the death sentence against the author amounted to inhuman and degrading punishment or treatment.

The State party explains that from January 1994 to April 1995, after the decision of the Judicial Committee of the Privy Council in the case of Pratt and Morgan, the High Court almost exclusively heard appeals in murder cases, largely ignoring civil appeals.
