15. Ms. Awino-Kafeero (Uganda), introducing draft resolution A/C.3/63/L.11 on behalf of the Group of African States, said that the draft resolution followed upon General Assembly resolution 62/174, and was based on the Secretary-General's report on the African Institute for the Prevention of Crime and the Treatment of Offenders (A/63/87).

1. Mr. Muburi-Muita (Kenya), after recalling that, at the 2005 World Summit, States had undertaken to strengthen the United Nations Office on Drugs and Crime (UNODC), said that his delegation endorsed the recommendations contained in the Secretary-General's report (A/63/111) and it endorsed the Secretary-General's report on the African Institute for the Prevention of Crime and the Treatment of Offenders (A/63/87).
1 - السيد موبوري - مويتا (كينيا): أشار إلى ما قطعه المشاركون في مؤتمر القمة العالمي لعام 2005 على أنفسهم من التزامات بتعزيز مكتب الأمم المتحدة المعني بالمخدرات والجريمة، وأعلن موافقة وفده على التوصيات التي طرحها الأمين العام في هذا الصدد في تقريره (A/63/111)، وعلى الخطوط العريضة لتقرير الأمين العام عن المعهد الأفريقي المعني بمنع الجريمة ومعاملة المجرمين (A/63/87).

The observer for the African Institute for the Prevention of Crime and the Treatment of Offenders focused on the community-based project " From prison back home: social rehabilitation and reintegration of prisoners " .
55- وركّز المراقب عن المعهد الأفريقي لمنع الجريمة ومعاملة المجرمين على المشروع المجتمعي المعنون " العودة من السجن إلى البيت: إعادة تأهيل السجناء اجتماعيا وإعادة إدماجهم في المجتمع " .

The observer for the African Institute for the Prevention of Crime and the Treatment of Offenders focused on the issue of violence against women and girls in Africa during armed conflict, referring in particular to two studies on trafficking in persons from Nigeria and Uganda and research on secondary sources.
40- وركز المراقب عن المعهد الأفريقي لمنع الجريمة ومعاملة المجرمين على مسألة العنف ضد النساء والفتيات أثناء النـزاعات المسلحة في أفريقيا، وأشار خصوصا إلى دراستين بشأن الاتجار بالأشخاص في نيجيريا وأوغندا وبحوث من مصادر ثانوية.

34. The observer for the African Institute for the Prevention of Crime and the Treatment of Offenders informed the Meeting about a variety of activities that the Institute, despite the financial and managerial problems it was facing, had already undertaken and of activities planned, in particular in the area of criminal justice reform.
34- وأبلغ المراقب عن المعهد الأفريقي لمنع الجريمة ومعاملة المجرمين الاجتماع بطائفة من الأنشطة التي اضطلع بها المعهد رغم ما يواجهه من مشاكل مالية وإدارية، وبالأنشطة المقررة ولا سيما في مجال إصلاح نظام العدالة الجنائية.

The observer for the African Institute for the Prevention of Crime and the Treatment of Offenders presented a report on the activities of the Institute and the challenges it faced, emphasizing that the Institute could, if provided with sufficient resources, serve as a forum for Member States to exchange best practices in the criminal justice area.
86- وقدَّم المراقب عن المعهد الأفريقي لمنع الجريمة ومعاملة المجرمين تقريرا عن أنشطة المعهد والتحديات التي يواجهها، مشدِّدا على أنَّه يمكن الاستفادة من المعهد، إذا ما توافرت له الموارد الكافية، كمنصة تستخدمها الدول الأعضاء لتبادل الممارسات الفضلى في مجال العدالة الجنائية.

Statements were also made by the observers for the African Institute for the Prevention of Crime and the Treatment of Offenders, the Latin American Institute for the Prevention of Crime and the Treatment of Offenders, the International Scientific and Professional Advisory Council, the International Commission of Catholic Prison Pastoral Care, the Friends World Committee for Consultation and Penal Reform International.
