1. Ms. Traoré (Observer for Burkina Faso) said that, since draft article 18 was of central importance in the draft instrument, its wording should reflect the expressed concern to strike a balance between the various interests involved.

Ms. Kompaore (Observer for Burkina Faso), speaking on behalf of the African Group, said that the Group took note of document IDB.38/16 reporting on UNIDO's activities in the field of energy and environment and encouraged the Organization to continue its efforts to ensure the achievement of industrial energy efficiency and access to energy for development.
