1. In 2013, at the sixty-fifth session of the International Law Commission, the Special Rapporteur submitted his sixth report on the protection of persons in the event of disasters (A/CN.4/662).

44. The third report on the protection of persons in the event of disasters (A/CN.4/629) usefully addressed the principles guiding the protection offered and the role of the affected State.

In October and November 2009, at the sixty-fourth session of the General Assembly, the Sixth Committee considered the Special Rapporteur's second report and the debate thereon held in the Commission, with particular attention being given to the first draft articles on the protection of persons in the event of disasters.

The primary responsibility for the protection of persons in the event of disasters lay with the affected State, which should also organize and coordinate any international relief efforts, in consultation with the providers.

With regard to the continuing work on draft article 12 (Right to offer assistance), the Nordic countries acknowledged and appreciated the interest of the international community in the protection of persons in the event of a disaster that exceeded the national response capacity, which should be viewed as complementary to the primary responsibility of the affected State to protect persons in its territory.
وفيما يتعلّق بالأعمال المتواصلة بشأن مشروع المادة 12 (الحق في عرض المساعدة) تسلّم البلدان النوردية، بل وتنظر بعين التقدير، إلى مصلحة المجتمع الدولي في حماية الأشخاص في حالة وقوع كارثة تفوق القدرة الوطنية على الاستجابة إزاءها وهو أمر ينبغي النظر إليه بوصفه عنصراً مكمّلاً للمسؤولية الأوّلية للدولة المتضررة عن حماية الأشخاص في إقليمها.
