وهذا هو الرد، بالفعل وليس بالقول، على البعثة التي قام بها الى المنطقة السيد رافاييلي، رئيس مؤتمر فينسك المعني بمنطقة ناغورني - كاراباخ المنبثق عن مؤتمر اﻷمن والتعاون في أوروبا.

تقرير مؤرخ ٢٧ تموز/يوليه ١٩٩٣ موجه الى رئيس مجلس اﻷمــن مـن رئيس مؤتمر مينسك المتفرع عن مؤتمر اﻷمن والتعاون في أوروبا بشأن ناغورني كاراباخ

Reference is also made to the pertinent documents of the Conference on Security and Cooperation in Europe and the Council of Europe, including the standards for freedom of the media established by the Council and its reports about the state of the media in the former Yugoslavia.

The responsibility of the Government in Belgrade for instigating and initiating the outbreak of hostilities leading to armed conflicts in Slovenia, Croatia and Bosnia and Herzegovina has been internationally recognized and clearly condemned in many Security Council resolutions and documents of the Conference on Security and Cooperation in Europe.
لقد أقر عالميا بمسؤولية الحكومة في بلغراد عن إثارة وبدء اﻷعمال العدائية التي أفضت الى النزاعات المسلحة في سلوفينيا وكرواتيا والبوسنة والهرسك، وأدينت بوضوح في العديد من القرارات الصادرة عن مجلس اﻷمن وفي وثائق صادرة عن مؤتمر اﻷمن والتعاون في أوروبا.

In this connection the Federal Government welcomed the recommendation that bilateral treaties should be based on multilateral texts such as the Copenhagen Document of the Conference on Security and Cooperation in Europe (now the Organization for Security and Cooperation Europe).
ورحبت الحكومة الاتحادية في هذا الصدد بالتوصية بوجوب أن تكون النصوص الواردة في المعاهدات الثنائية مبنية على النصوص المتعددة اﻷطراف مثل وثيقة كوبنهاغن الصادرة عن مؤتمر اﻷمن والتعاون في أوروبا )منظمة اﻷمن والتعاون في أوروبا حالياً(.

One of those laws is the Law on Aliens, patterned on analogous laws in most other States, which was adopted by the Parliament of Estonia on 21 June 1993 and amended on 8 July 1993, following recommendations by the Conference on Security and Cooperation in Europe (CSCE) and the Council of Europe.
ومن بين هذه القوانين قانون اﻷجانب، الذي قيس على قوانين مشابهة في معظم الدول اﻷخرى، وقد اعتمده برلمان استونيا في ٢١ حزيران/يونيه ١٩٩٣، ثم بصيغته المعدلة في ٨ تموز/يوليه ١٩٩٣، في أعقاب التوصيات الصادرة عن مؤتمر اﻷمن والتعاون في أوروبا ومجلس أوروبا.

2. Urges the parties concerned immediately to resume negotiations for the resolution of the conflict within the framework of the peace process of the Minsk Group of the Conference on Security and Cooperation in Europe and refrain from any action that will obstruct a peaceful solution of the problem;
٢ - يحث اﻷطراف المعنية على استئناف المفاوضات فورا من أجل حل النزاع في إطار عملية السلم التي تقوم بها مجموعة مينسك المنبثقة عن مؤتمر اﻷمن والتعاون في أوروبا، والامتناع عن أي عمل من شأنه أن يعيق حل المشكلة بالوسائل السلمية؛

2. Urges the parties concerned immediately to resume negotiations for the resolution of the conflict within the framework of the peace process of the Minsk Group of the Conference on Security and Cooperation in Europe and refrain from any action that will obstruct a peaceful solution of the problem;
٢ - يحث اﻷطراف المعنية على استئناف المفاوضات فورا من أجل حل النزاع في إطار عملية السلم التي تقوم بها مجموعة مينسك المنبثقة عن مؤتمر اﻷمن والتعاون في أوروبا، والامتناع عن أي عمل من شأنه إعاقة حل المشكلة بالوسائل السلمية؛

Peace-keeping operations should be carried out in strict compliance with the Charter of the United Nations, with the provisions of the 1992 Helsinki Document of the Conference on Security and Cooperation in Europe (CSCE), and with respect for the principles contained in the report of the ad-hoc working group of the North Atlantic Cooperation Council adopted in Athens in June 1993.
فعمليات حفظ السلام ينبغي الاضطلاع بها في امتثال صارم لميثاق اﻷمم المتحدة، وﻷحكام وثيقة هلسنكي الصادرة في عام ١٩٩٢ عن مؤتمر اﻷمن والتعاون في أوروبا، واحترام للمبادئ الواردة في تقرير فريق العمل المخصص التابع لمجلس تعاون شمالي اﻷطلسي المعتمدة في أثينا في حزيران/يونيه ١٩٩٣.

The final document of the Rome meeting of the Conference on Security and Cooperation in Europe (CSCE) 14/ states that " the current situation in the United Nations protected area zones jeopardizes the territorial integrity of Croatia " .

Recently, according to the statement, both immediately prior to and after the opening of the meeting in Rome of the countries which make up the Minsk Group of the Conference on Security and Cooperation in Europe (CSCE), the Armenian armed forces stepped up their aggression along the Armenian-Azerbaijani border and in the direction of the Agjabedi, Ter Ter and Fizuli districts bordering upper Karabakh.
وقد جاء فيه أن القوات المسلحة اﻷرمينية قامت في اﻷيام اﻷخيرة، عشية وقد افتتاح الاجتماع الذي عقدته في روما البلدان التي تشكل " فريق مينسك " المنبثق عن مؤتمر اﻷمن والتعاون في أوروبا، بتصعيد عدوانها على امتداد الحدود اﻷرمينية اﻷذربيجانية وفي اتجاه مناطق أغجابيدي وترتير وفيزولي اﻷذربيجانية المتاخمة لكاراباخ العليا.
