2 July 1998 at Abuja 1. On 1 July 1998, at the initiative of the Secretary-General of the United Nations, Mr. Kofi A. Annan, the Chairman of the Economic Community of West African States and Head of State of the Federal Republic of Nigeria, General Abdulsalam Abubakar, hosted a meeting between President Ahmed Tejan Kabbah of Sierra Leone and President Charles Ghankay Taylor of Liberia.

Also for the first time, a former Head of State, Charles Ghankay Taylor of Liberia, was transferred to the custody of the Special Court for Sierra Leone under indictment on 11 counts of war crimes and crimes against humanity, including " conscripting or enlisting children under the age of 15 years into armed forces or groups, or using them to participate actively in hostilities " .
