79. Mr. GOKHALE (India), speaking in support of the South African delegation, said that, according to some reports, the Secretariat was setting up certain systems without informing the General Assembly of their content or financial implications.

14. Mr. GOKHALE (India) said that although his delegation had joined the consensus, it had done so on the understanding that the issue would be settled in accordance with resolution 41/213, which defined the procedure for preparing the Organization's budgets.

Mr. GOKHALE (India) agreed that it would be useful to have organizational charts reflecting the existing situation and the new situation if additional resources for preventive diplomacy and peacemaking were in fact approved.
