We therefore attach great importance to the establishment of control over quantities of microbial or other biological agents and toxins which can provide reliable justification for their use only in protective or other peaceful purposes.

The Third and Fourth Review Conferences noted that experimentation involving open-air release of pathogens or toxins harmful to man, animals or plants that has no justification for prophylactic, protective or other peaceful purposes is inconsistent with the undertakings contained in Article I. 10- لاحظ المؤتمران الاستعراضيان الثالث والرابع أن التجريب الذي ينطوي على إطلاق المسببات المرضية أو التكسينات المضرة بالبشر أو الحيوانات أو النباتات في الجو والتي لا مبرر لها لأغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية يتعارض مع التعهدات الواردة في المادة الأولى. [IV.I.7؛ III.I.4]

8- أكد المؤتمران الاستعراضيان الرابع والسادس من جديد أن استعمال الدول الأطراف للعوامل الجرثومية أو العوامل البيولوجية الأخرى أو التكسينات بأي وسيلة وتحت أي ظروف، على نحو لا يتسق مع أغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية يمثل بالفعل انتهاكاً للمادة الأولى من الاتفاقية. This applies to all naturally or artificially created or altered microbial and other biological agents and toxins as well as their components, regardless of their origin and method of production and whether they affect humans, animals or plants and in quantities that have no justification for prophylactic, protective or other peaceful purposes.
