The European Union has binding annual greenhouse gas emissions targets for member States for the period 2013 - 2020 with regard to emissions from most sectors not included in the European Union emissions trading scheme.
يوجد لدى الاتحاد الأوروبي أرقام مستهدفة سنوية مُلزِمة لانبعاثات غازات الاحتباس الحراري تسري على الدول الأعضاء خلال الفترة 2013-2020، وتتعلق بالانبعاثات من معظم القطاعات غير المُدرجة في خطة تجارة الانبعاثات داخل الاتحاد الأوروبي.

The SBI noted the recommendation that a long-term work programme to cover the activities of the CGE should be developed, in order to efficiently respond to the needs for technical assistance of Parties not included in Annex I to the Convention (non-Annex I Parties) for meeting their reporting requirements.

20. A new regulation 5A authorizes the Minister for Foreign Affairs to prohibit, by issuing a written prohibition notice, the supply, sale or transfer of goods that are not included in the definition of " export sanctioned goods " (including items referred to in the Iran Goods List) if the Minister is satisfied on reasonable grounds that:

Decides to set up a nationally appropriate mitigation action crediting mechanism under the Kyoto Protocol, in which credits for the verifiable nationally appropriate mitigation actions of the developing country Parties not included in Annex I of the Convention can be issued in order to assist such Parties in achieving sustainable development and contributing to global efforts to combat climate change;
10- يُقرر إنشاء آلية لتسجيل الأرصدة الدائنة لإجراءات التخفيف المناسبة وطنياً بموجب بروتوكول كيوتو، يمكن في إطارها تسجيل أرصدة دائنة لإجراءات التخفيف المناسبة وطنياً، والتي يمكن التحقق منها والتي تتخذها البلدان النامية الأطراف غير المُدرجة في المرفق الأول للاتفاقية بغية مساعدة هذه الأطراف في تحقيق التنمية المستدامة والمساهمة في الجهود المبذولة عالمياً لمكافحة تغير المناخ؛

13- يُقرر إنشاء آلية لتسجيل الأرصدة الدائنة لإجراءات التخفيف المناسبة وطنياً بموجب بروتوكول كيوتو، يمكن في إطارها اعتماد أرصدة دائنة لصالح البلدان النامية الأطراف غير المُدرجة في المرفق الأول للاتفاقية مقابل إجراءات التخفيف المناسبة وطنياً التي تتخذها ويمكن التحقق منها، وذلك بغية مساعدتها في تحقيق التنمية المستدامة والمساهمة في الجهود المبذولة عالمياً لمكافحة تغير المناخ؛

(a) The further development and funding of projects identified by non-Annex I Parties in their national communications;
(أ) المضي في تطوير وتمويل المشاريع التي حدَّدتها الأطراف غير المُدرجة في المرفق الأول في بلاغاتها الوطنية؛

The SBI noted that the training materials should be updated and enriched on a periodic basis, taking into account the current and future needs of non-Annex I Parties, the provisions under the Convention and the relevant decisions of the COP.
وأشارت الهيئة الفرعية إلى أن المواد التدريبية ينبغي تحديثها وإثراؤها بصورة دورية، مع مراعاة الاحتياجات الحالية والمستقبلية للأطراف غير المُدرجة في المرفق الأول، وأحكام الاتفاقية، والمقررات ذات الصلة لمؤتمر الأطراف.
