Transparency in the work of the Council and the substantial contributions by its non-members are two sides of the same coin, since, without comprehensive knowledge of the Council's work, the non-member States can hardly make meaningful contributions.

These projects support partnerships between the administrative authorities of EU member States and non - EU member States, aiming at the establishment of efficient public structures, exchange of know-how and the development of long-term cooperation.
وتدعم هذه المشاريع الشراكات بين السلطات الإدارية في الدول الأعضاء في الاتحاد الأوروبي والدول غير الأعضاء فيه وذلك بهدف إنشاء هياكل عمومية كفؤة، وتبادل الدراية، وتطوير التعاون على المدى الطويل.

After consultations of the whole, the Presidency also gave detailed briefings on the work of the Council to countries that are not members of the Council.
وفي أعقاب إجراء المجلس مشاورات بكامل هيئته، تولت الرئاسة أيضا تقديم إفادات مفصلة عن عمل المجلس للبلدان غير الأعضاء فيه.

We sincerely hope that it will be the first step towards the regular and comprehensive consideration of that important issue within the Council, taking fully into account the views of countries not members of the Council.

We consider that the primary objective of the report should be to associate the States that are not members of the Council in its substantive work, to assess the state of efforts in maintaining international peace and security, to evaluate the contribution of the Council in that endeavour and to decide how the General Assembly could make a concrete contribution in this field.

4. It is necessary to strengthen the transparency of the Security Council, improve upon its functioning, methods of work, decision-making process and relations with States non-members of the Council.
٤ - ومن الضروري زيادة شفافية مجلس اﻷمن، وتحسين طريقة أدائه لوظائفه، وأساليب عمله، وعملية اتخاذ القرارات داخله، والعلاقات بينه وبين الدول غير اﻷعضاء فيه.

Troop-contributing States could, if they so desired, be represented in such organs. In order to improve the effectiveness of its work, the Security Council should also try to consult more actively on specific conflicts with concerned States which were not members of the Security Council.

(ii) The Security Council should invite non-members of the Security Council to participate in the informal consultations of the Council under similar arrangements, as stipulated in Articles 31 and 32 of the Charter;
