4. During a period of deferred compliance pursuant to paragraph 3 of this Article, a High Contracting Party shall not use cluster munitions, other than those described in Technical Annex B, except:
4- خلال فترة تأجيل الامتثال بموجب الفقرة 3 من هذه المادة، لا يستخدم الطرف المتعاقد السامي الذخائر العنقودية غير تلك المبينة في المرفق التقني `باء` إلا في الحالتين التاليتين:

(ii) for those cluster munitions referred to in paragraph 1 of Article 5 - the entry into force of the Protocol for it or at the end of any period of deferred compliance pursuant to paragraph 3 of Article 5;
بدء نفاذ البروتوكول بالنسبة إليه أو عند انتهاء أي فترة تأجيل للامتثال وفق الفقرة 3 من المادة 5، فيما يتعلق بالذخائر العنقودية المشار إليها في الفقرة 1 من المادة 5؛

The Council notes the reassurances of the Croatian authorities that applications for a second period of deferment of military service for local Serbs will be considered in a positive manner.
ويلاحظ المجلس تأكيدات السلطات الكرواتية بأن الطلبات المقدمة للحصول على فترة تأجيل ثانية للخدمة العسكرية بالنسبة للصرب المحليين سيُنظر فيها بطريقة إيجابية.

نهاية فترة تأجيل الامتثال المشار إليها في الفقرة 2 من المادة 4 إذا كانت هذه الفترة تنطبق على الطرف المتعاقد السامي، وكانت تتجاوز مدة 5 سنوات؛

In case a High Contracting Party is unable to comply with paragraph 2 of this article within the period it announced by declaration, it may notify the Depositary that it will extend this period of deferred compliance for up to four additional years.
وإذا كان الطرف المتعاقد السامي غير قادر على الامتثال للفقرة 2 من هذه المادة في غضون الفترة التي أعلنها، جاز له أن يخطر الوديع بأنه سيمدد فترة تأجيل الامتثال هذه مدةً تصل إلى 4 سنوات إضافية.

In this context it should be noted that Croatian government officials have stated to UNTAES that the Ministry of Defence will consider in a positive manner individual applications for the second period of deferment and that the provisions of Croatian law on conscientious objection to military service will be available to all;
ومن الجدير بالذكر في هذا السياق أن المسؤولين الحكوميين الكرواتيين قد صرحوا ﻹدارة اﻷمم المتحدة الانتقالية بأن وزارة الدفاع ستنظر بشكل ايجابي في الطلبات الفردية المقدمة للحصول على فترة تأجيل ثانية، وأن أحكام القانون الكرواتي المتصلة بالاستنكاف الضميري متاحة للجميع؛
