Mexico had further explained that one of the company's chlorine production plants was the only plant in the country that produced chlorine at levels requiring the use of carbon tetrachloride as a process agent, on the basis of which the Party's national ozone unit had concluded that no other company would have imported carbon tetrachloride for a non-feedstock use during the baseline period.
