وفي إطار الاجراء الذي وضعته الجمعية العامة في قرارها ١٤/٣١٢، ينشأ صندوق طوارئ لكل فترة سنتين لاستيعاب النفقات اﻹضافية المستمدة من الولايات التشريعية التي لم يرصد لها اعتماد في الميزانية البرنامجية.
