UNODC is implementing a project to assist Member States in enhancing their capacity to provide access to legal aid in the criminal justice system in the African region, pursuant to Economic and Social Council resolution 2007/24.

It is also concerned at the large number of asylum applications rejected at the preliminary stage of consideration without a thorough personal interview with the applicants, the prolonged periods of administrative detention, the short five-day time limits for appeals against negative decisions and reported breaches of the suspensive effect of an appeal, as well as at reports of limited access to legal aid and interpreters (arts. 2, 7 and 13).
كما تشعر بالقلق إزاء رفض عدد كبير من طلبات اللجوء في المرحلة الأولية من النظر دون إجراء مقابلة شخصية شاملة مع المتقدمين بالطلبات، وإزاء طول فترات الاحتجاز الإداري، وقصر الفترة الزمنية للطعن في القرارات السلبية، البالغة خمسة أيام، وما يذكر من خروق للأثر الإيقافي للطعن، وكذلك إزاء التقارير الواردة عن محدودية فرص الحصول على المساعدة القانونية والمترجمين الفوريين (المواد 2 و7 و13).

39. At the request of the Economic and Social Council, UNODC is preparing an intergovernmental meeting of experts to study ways and means of strengthening access to legal aid in the criminal justice system, together with the possibility of developing an instrument such as a declaration of basic principles or a set of guidelines for improving access to legal aid in criminal justice systems.
39- وبطلب من المجلس الاقتصادي والاجتماعي()، يعكف مكتب الأمم المتحدة المعني بالمخدرات والجريمة على التحضير لاجتماع حكومي دولي للخبراء لدراسة سبل ووسائل تعزيز فرص الحصول على المساعدة القانونية في نظام العدالة الجنائية، إلى جانب إمكانية وضع صك من قبيل إعلان للمبادئ الأساسية أو مجموعة مبادئ توجيهية لتحسين فرص الحصول على المساعدة القانونية في نظم العدالة الجنائية.

46. UNIFEM also contributed to improved policies and service delivery for women survivors of violence in various countries, such as through its work with national women's machineries in Ghana, Liberia and Peru; to increased access to legal assistance in Ethiopia, Fiji and the Occupied Palestinian Territories; and to a strengthened police response in Nigeria.

Furthermore, the HFHR expressed concerns about the failure to realize other rights of detainees, including the failure to ensure access to information (regarding detention facilities operated by the police), lack of access to legal assistance and translators, shortage of suitable clothing due to financial restraints, and the lack of leisure time activities (sports, literature, newspapers, etc.).
