Furthermore, it was remarked that the imposition of sanctions under Chapter VII of the Charter of the United Nations was necessary in situations where the Security Council had determined the existence of a threat to or a breach of international peace or an act of aggression.

35. Mrs. BAYKAL (Turkey) said that the provisions of the Charter of the United Nations, as they stood, were insufficient to address the needs of third States affected by the application of sanctions under Chapter VII. In fact, only a few of those provisions dealt with the issue.
٣٥ - السيدة بيكال )تركيا(: قالت إن أحكام ميثاق اﻷمم المتحدة، بصيغتها الحالية، لا تسمح بالتصدي التام للمصاعب التي تواجهها الدول الثالثة بسبب فرض الجزاءات بموجب الفصل السابع. فالواقع أن هذه المسألة لا يتناولها إلا عدد محدود من هذه اﻷحكام.

24. It was stressed that there was a link between sanctions and the necessity of assistance to third States affected by the application of sanctions under Chapter VII. Delegations emphasized the need to minimize the humanitarian and economic impact of sanctions on third States, and the human impact on targeted States, while at the same time enhancing the effectiveness of the sanctions regime.
٢٤ - وجرى التشديد على أن ثمة ارتباط بين الجزاءات وضرورة تقديم المساعدة إلى الدول الثالثة المتضررة من فرض الجزاءات بموجب الفصل السابع. وأكدت الوفود ضرورة تقليل اﻵثار اﻹنسانية والاقتصادية التي تتركها الجزاءات على الدول الثالثة واﻷثر اﻹنساني لتلك الجزاءات على الدول المستهدفة إلى أدنى حد، مع تعزيز نظام الجزاءات في نفس الوقت.
