At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend invitations, under rule 39 of its provisional rules of procedure, to Mr. Jean Ping, Chairperson of the African Union Commission, and Mr. Thabo Mbeki, Chairperson of the African Union HighLevel Panel on Darfur.

70. The report of the African Union High-level Panel on Darfur is an important initiative and a serious effort to address the issues of peace, justice, accountability and reconciliation in Darfur.

3. It will be recalled that the initiative to hold the Darfur political process arose from the consultations conducted by the African Union High-level Panel on Darfur in the preparation of its October 2009 report on the quest for peace, justice and reconciliation in Darfur.
3 - يذكر أن مبادرة إجراء عملية سياسية في دارفور نشأت عن مشاورات أجراها فريق الاتحاد الأفريقي الرفيع المستوى المعني بدارفور في إطار إعداد تقريره الصادر في تشرين الأول/أكتوبر 2009 عن السعي من أجل تحقيق السلام والعدل والمصالحة في دارفور.

7. In its report, the African Union High-level Panel on Darfur made detailed recommendations for a justice and reconciliation strategy for Darfur, within the context of the advancement of peace and reconciliation in that region.
7 - قدم فريق الاتحاد الأفريقي الرفيع المستوى المعني بدارفور في تقريره توصيات مفصلة لاستراتيجية عدالة ومصالحة من أجل دارفور، وذلك في سياق تعزيز السلام والمصالحة في تلك المنطقة.

In this respect, the Council reiterates the need to fully take into account the African Union position on Darfur, as articulated in its communiqué of 29 October 2009 endorsing the report of the African Union High-level Panel on Darfur and subsequent African Union decisions on Darfur;

14. Reiterates the continued validity of the analysis contained in the report of the African Union High-level Panel on Darfur regarding the need for a holistic approach to the quest for peace, justice and reconciliation in the Sudan, taking into account the long-standing governance problems in the Sudan, especially the challenge of governing a diverse country in an equitable manner.
14 - يعيد التأكيد على استمرار صحة التحليل الوارد في تقرير فريق الاتحاد الأفريقي الرفيع المستوى المعني بدارفور فيما يتعلق بالحاجة إلى اتباع نهج كلي في السعي لإرساء السلام والعدالة والمصالحة في السودان، مع مراعاة مشاكل الحكم التي طال أمدها في السودان، ولا سيما التحدي الذي يتمثل في حكم بلد متنوع بشكل منصف.

I have the honour to transmit the report of the African Union High-level Panel on Darfur (annex I), a communiqué of 29 October 2009 adopted by the African Union Peace and Security Council (annex II) and a letter dated 3 November 2009 from Mr. Jean Ping, Chairperson of the African Union Commission (annex III), requesting that these documents be submitted to the Security Council.

We also welcome the Prosecutor's continued contacts with other relevant international and regional actors, in particular his engagement with the African Union High-level Panel on Darfur and its preparation and implementation of the recommendations in the Mbeki report (S/2009/599, annex I) on combating impunity and promoting peace and reconciliation in Darfur.

14. Also requests the Chairperson of the Commission to submit quarterly reports on the implementation of the AUPD recommendations and of the present decision;

10. Stresses that the recommendations contained in the report of the AUPD (paras. 280-377) provide a clear and sound road map for achieving peace, justice, reconciliation and healing in Darfur, and thereby contribute to the overall objective of promoting sustainable peace and stability in the Sudan, and decides that these recommendations shall be the basis of the AU engagement in Darfur and its interaction with its international partners;
