Mr. STÖCKL (Germany), speaking on behalf of the European Union and Austria, said that the report on the establishment of a transparent and effective system of accountability and responsibility (A/C.5/49/1) was a tremendous improvement and inspired more confidence as to the future management of the Organization.

Mr. Kuznetsov (Chairman of the Advisory Committee on Administrative and Budgetary Questions), responding to the request of the representative of Cuba regarding the report on the review of the regular programme of technical cooperation and the Development Account (A/59/397), said that the report contained a great deal of information on the legislative history and operating modalities of the regular programme and the Account.

Mr. Nsanze (Burundi), Minister for Foreign Affairs and International Cooperation, introducing the fifth report on the implementation of the Strategic Framework for Peacebuilding in Burundi, said that it had been issued one year after the previous report in order to allow time for the 2010 national elections to take place and for the new Government to settle in.
