Turning to chapter VII of the report, he said that his delegation attached the greatest importance to the completion of the draft guidelines on reservations to treaties, which could be of practical benefit to the international community in the implementation of the legal regime established by the Vienna Convention on the Law of Treaties.

With respect to the preface to the report, he said that his delegation failed to understand the Under-Secretary-General’s concern at the overly critical attitude of Member States towards the United Nations bureaucracy, which, it was claimed, had resulted in numerous examples of micromanagement by the legislative organs.

Turning to the topic of expulsion of aliens, he said that his delegation supported the general approach underlying draft articles 3 to 7, which successfully struck a balance between a State's sovereign right of expulsion and the relevant rules of international law, including human rights law and minimum standards for the treatment of aliens.

57. On the question of reservations to treaties, his delegation was reluctant to allow reservations which would affect the substantive provisions of treaties or peremptory rules of general international law.
57 - وتطرق إلى مسألة التحفظ على المعاهدات، فقال إن وفد بلده يتردد في السماح بتحفظات تمس الأحكام الموضوعية في المعاهدات أو القواعد القطعية في القانون الدولي العام.

27. With regard to the question of dispute settlement provisions, his delegation was receptive to the arguments developed in paragraph 57 of the report under consideration by the proponents of that theory.

With reference to the ongoing United Nations efforts to combat terrorism and the special role played in that area by the Sixth Committee, his delegation had participated in drafting the International Convention for the Suppression of the Financing of Terrorism, which it had signed during the Millennium Summit.
