Joint communiqué on the outcome of the high-level inter-Tajik consultations on national reconciliation
بيـان مشترك بشأن نتيجة المشاورات الرفيعة المستوى فيما بين اﻷطراف الطاجيكية بشأن المصالحة الوطنية

As a result of those meetings, the two sides had agreed to hold high-level consultations in Tehran with a view to discussing the prospects for a third round of inter-Tajik talks in Islamabad.
وقد اتفق الجانبان، إثر هذه الاجتماعات، على إجراء مشاورات رفيعة المستوى في طهران لمناقشة امكانيات عقد جولة ثالثة من المحادثات فيما بين اﻷطراف الطاجيكية في إسلام أباد.

I. TEHRAN HIGH-LEVEL inter-Tajik CONSULTATIONS
أولا - المشاورات الرفيعة المستوى التي جرت فيما بين اﻷطراف الطاجيكية في طهران

The two sides stated that the Agreement constituted only a first step towards the achievement of national reconciliation and the settlement of all issues included in the agenda of the inter-Tajik talks.
وذكر الجانبان أن الاتفاق يشكل خطوة أولى صوب تحقيق المصالحة الوطنية وتسوية جميع المسائل المدرجة في جدول أعمال المحادثات فيما بين اﻷطراف الطاجيكية.

Following their deliberations, I sent my Special Envoy to Dushanbe to use his good offices with the Government of Tajikistan and to discuss the confidence-building measures necessary to restart the inter-Tajik negotiations.
وفي أعقاب مداولاتهم، أوفدتُ مبعوثي الخاص إلى دوشانبي لبذل مساعيه الحميدة لدى حكومة طاجيكستان ومناقشة تدابير بناء الثقة اللازمة لبدء المفاوضات فيما بين اﻷطراف الطاجيكية من جديد.

Governing circles in Tajikistan interpret these events as a desperate attempt to derail the peace process and to prevent the speedy conclusion of agreements dealing with an inter-Tajik settlement.
واعتبرت هذه اﻷحداث، في اﻷوساط الحاكمة في طاجيكستان، بمثابة محاولة يائسة تهدف إلى إعاقة عملية السلام ومنع التوصل إلى إبرام اتفاقات لتسوية اﻷوضاع فيما بين اﻷطراف الطاجيكية في أقرب وقت ممكن.

Although the fourth round of inter-Tajik talks remains blocked, both sides still say they are determined to continue the political process under the auspices of the United Nations.
ورغم أن إنعقاد الجولة الرابعة للمحادثات فيما بين اﻷطراف الطاجيكية لا يزال معطلا، فان كلا الجانبين ما زالا يعلنان أنهما مصممان على مواصلة العملية السياسية تحت رعاية اﻷمم المتحدة.

I hope that this will give us an opportunity to continue the inter-Tajik political talks and make significant progress in resolving the issues on the agenda of the talks, including fundamental political problems.
وآمل في أن يتيح هذا لنا فرصة مواصلة المحادثات السياسية فيما بين اﻷطراف الطاجيكية مع إحراز تقدم ملموس في حل القضايا المدرجة في جدول أعمال المحادثات، بما في ذلك المشاكل السياسية اﻷساسية.

Concern was expressed at the threat of a breakdown in the inter-Tajik negotiating process carried out under the auspices of the United Nations as a result of the opposition's refusal to implement the agreements concluded earlier.
وتم اﻹعراب عن القلق من خطر انهيار عملية التفاوض فيما بين اﻷطراف الطاجيكية التي تجري تحت إشراف اﻷمم المتحدة، وذلك نتيجة لرفض المعارضة لتنفيذ الاتفاقات التي أبرمت من قبل.

The recent accordance of observer status to OIC in the United Nations-sponsored inter-Tajik talks reflects the increasing interaction between the two Organizations in the political field.
كما أن منح منظمة المؤتمر الاسلامي مؤخرا مركز المراقب في المحادثات فيما بين اﻷطراف الطاجيكية التي تجري تحت رعاية اﻷمم المتحدة يجسد التفاعل المتزايد بين المنظمتين في الميدان السياسي.

In Dushanbe, we are inclined to consider all such acts as nothing other than Islamic opposition's policy of refusing to engage in constructive dialogue and of completely undermining the inter-Tajik talks.
وفي دوشانبي، ننظر الى هذه اﻷعمال على أنها مجرد سياسة تتبعها المعارضة اﻹسلامية لرفض الدخول في حوار بناء وتقويض عملية المحادثات فيما بين اﻷطراف الطاجيكية تقويضا تاما.

7. Requests the Secretary-General to keep the Council informed of significant developments and to present to the Council, as soon as appropriate, detailed recommendations on the role of the United Nations in support of the implementation of the inter-Tajik agreements and the adjustment of the mandate and strength of UNMOT;
٧ - يطلب إلى اﻷمين العام أن يبقي مجلس اﻷمن على علم بالتطورات الهامة وأن يقدم إلى المجلس، في أقرب وقت ممكن، توصيات تفصيليـــة عن دور اﻷمــــم المتحدة في دعم تنفيذ الاتفاقات فيما بين اﻷطراف الطاجيكية وتعديل ولاية وقوام بعثة مراقبي اﻷمم المتحدة في طاجيكستان؛

7. Requests the Secretary-General to keep the Council informed of significant developments and to present to the Council, as soon as appropriate, detailed recommendations on the role of the United Nations in support of the implementation of the inter-Tajik agreements and the adjustment of the mandate and strength of UNMOT;
٧ - يطلب إلى اﻷمين العام أن يبقي مجلس اﻷمن على علم بالتطورات الهامة وأن يقدم إلى المجلس، في أقرب وقت ممكن، توصيات تفصيليــــة عــــن دور اﻷمم المتحدة في دعم تنفيذ الاتفاقات فيما بين اﻷطراف الطاجيكية وتعديل ولاية وقوام بعثة مراقبي اﻷمم المتحدة في طاجيكستان؛

The parties expressed their appreciation to the Special Envoy of the Secretary-General of the United Nations, Mr. R. Píriz-Ballón, for his help and assistance in the organization of the inter-Tajik consultations.
وأعرب الطرفان عن تقديرهما للسيد ر. بيريز - بالون، المبعوث الخاص لﻷمين العام لﻷمم المتحدة، لما قدمه من عون ومساعدة في تنظيم المشاورات فيما بين اﻷطراف الطاجيكية.

First of all, allow me to convey to you and your Special Envoy to Tajikistan, Mr. Píriz-Ballón, my sincere thanks for the enormous efforts you have made to continue the inter-Tajik talks.
أرجو أن تسمحوا لي، بادئ ذي بدئ، أن أقدم اليكم والى مبعوثكم الخاص في طاجيكستان، السيد بيريز - بالون، صادق شكري على الجهود الهائلة التي بذلتموها من أجل استمرار المحادثات فيما بين اﻷطراف الطاجيكية.

" ٧ - يطلب إلى اﻷمين العام أن يبقي مجلس اﻷمن على علم بالتطورات الهامة وأن يقدم إلى المجلس، في أقرب وقت ممكن، توصيات تفصيلية عن دور اﻷمم المتحدة في دعم تنفيذ الاتفاقات فيما بين اﻷطراف الطاجيكية وتعديل ولاية البعثة وقوامها؛

2. I accordingly instructed Mr. Ramiro Píriz-Ballón, my Special Envoy for Tajikistan, to undertake consultations with the Tajik parties and certain Governments in the region with a view to arranging the next round of inter-Tajik talks.
٢ - وتبعا لذلك أصدرت إلى السيد راميرو بيريز - بالون، مبعوثي الخاص لطاجيكستان، تعليمات بإجراء مشاورات مع اﻷطراف الطاجيكية وبعض الحكومات في المنطقة بغية تنظيم الجولة التالية من المحادثات فيما بين اﻷطراف الطاجيكية.

8. During the high-level consultations, the two sides reaffirmed their commitment to resolve the conflict through political dialogue and agreed in a Joint Communiqué (see annex II) to hold the next round of inter-Tajik talks in Islamabad in the middle of October 1994, when they would continue their efforts to achieve national reconciliation and to settle all the outstanding political issues on the agenda of the inter-Tajik talks.
٨ - وخلال المشاورات الرفيعة المستوى، أكد الجانبان مجددا التزامهما بتسوية النزاع عن طريق الحوار السياسي، واتفقا في بيان مشترك )انظر المرفق ٢(، على عقد الجولة التالية من المحادثات فيما بين اﻷطراف الطاجيكية في إسلام أباد في منتصف تشرين اﻷول/أكتوبر ١٩٩٤، حيث سيواصلان جهودهما الرامية إلى تحقيق المصالحة الوطنية وتسوية جميع المسائل السياسية المعلقة المدرجة في جدول أعمال المحادثات.

1. The present report is submitted pursuant to Security Council resolution 1113 (1997) of 12 June 1997, by which the Council requested me to keep it informed of developments in the country, and to present to it detailed recommendations on the role of the United Nations in support of the implementation of the inter-Tajik agreements and the adjustment of the mandate and strength of the United Nations Mission of Observers in Tajikistan (UNMOT).
١ - يقدم هذا التقرير عملا بقرار مجلس اﻷمن ١١١٣ )١٩٩٧( المؤرخ ١٢ حزيران/يونيه ١٩٩٧، الذي طلب المجلس إلي بموجبه أن أبقيه على علم بالتطورات في هذا البلد. وأن أقدم إليه توصيات تفصيلية عن دور اﻷمم المتحدة في دعم تنفيذ الاتفاقات فيما بين اﻷطراف الطاجيكية وتعديل ولاية وقوام بعثة مراقبي اﻷمم المتحدة في طاجيكستان.
