The Government of Rwanda takes this opportunity to urge all parties to the Lusaka Ceasefire Agreement and the United Nations to push the peace process forward by supporting full implementation of the Agreement as it is.

13. Urges all parties to the Lusaka Ceasefire Agreement, as well as the Pretoria Agreement and the Luanda Agreement, to work towards their speedy and full implementation and to cooperate in this regard with the United Nations and the African Union;

On 11 April it was agreed that Ambassador Levitte (France) would lead the mission, that the mission should begin soon after the 15 May deadline for production of disarmament, demobilization and reintegration and withdrawal plans, and that it should visit the capitals of all parties to the Lusaka Ceasefire Agreement.

12. Information gathered by MONUC indicates that only one of the six Ugandan armed groups mentioned in the Lusaka Ceasefire Agreement is still active in the Democratic Republic of the Congo, namely, the Allied Democratic Forces (ADF).

The United Nations General Assembly made itself quite clear: it called upon the Government to implement fully its commitment to the democratization process, in particular the national dialogue, as set out in the Lusaka Ceasefire Agreement (resolution 54/179, para. 4 (d)).

According to this approach, there were three main aspects to the conflict, all mutually interlinked, which had to be taken forward in parallel, namely, the outcome of the inter-Congolese dialogue, the withdrawal of foreign forces from the territory of the Democratic Republic of the Congo, and the disarmament, demobilization and repatriation of the armed groups listed in the Lusaka Ceasefire Agreement.
