All delegations recognized that terrorist use of the Internet had led to an increase in the threat, and most of the States represented were doing what they could within their own jurisdictions, including by introducing new laws, to combat the use of the Internet for terrorist purposes.

29. In order to stop the radicalization of public opinion and interreligious and intrareligious strife around the world, it was vital for States to maintain their efforts, under United Nations auspices, to reduce the appeal of terrorist activities, curb the spread of ideologies of terrorism and violent extremism and prevent the use of the media and the Internet for terrorist purposes.

However, there are several pieces of legislation that may be used to deter a non-State actor from being able to manufacture, acquire, possess, develop, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery, in particular for terrorist purposes, as well as attempts to engage in any of the foregoing activities, participate in them as an accomplice, assist or finance them.
لكن ثمة أجزاء عدة من التشريعات يمكن الاستناد إليها لردع الأطراف الفاعلة غير الحكومية عن صنع الأسلحة النووية أو الكيميائية أو البيولوجية أو وسائل إيصالها أو احتيازها أو امتلاكها أو تطويرها أو نقلها أو تحويلها أو استخدامها, لا سيما في الأغراض الإرهابية, وكذلك محاولات الانخراط في أي من الأنشطة الآنفة الذكر أو الضلوع كشريك أو المساعدة على القيام بها أو تمويلها.

7. In order to stop the proliferation of new threats arising from the radicalization of public opinion and interreligious and intrareligious strife, it was vital for States to maintain their efforts, under United Nations auspices, to reduce the appeal of terrorist activities, curb the spread of ideologies of terrorism and violent extremism and prevent the use of the media and the Internet for terrorist purposes.

The Law on Foreign Trade in Arms, Military Equipment and Dual-Use Items (Article 5) provides for prohibitions in respect of non-State actors and reads as follows: " Foreign trade, transport, transfer, possession or use of nuclear, chemical or biological weapons and their means of delivery, in particular for terrorist purposes, shall be prohibited to any non-State actor " .

They expressed concern at the extensive use of the Internet by Al-Qaida and its associates, at the irresponsibility of some media outlets in their coverage of sensitive issues and at terrorist use of satellite telephones.
