It was recalled that during the negotiations of the Rotterdam Rules, it was observed that needs covered in the paper-based environment through the issuance of several originals could be satisfied in the electronic environment through the issuance of one single original.

One suggestion was to identify common and minimum legal requirements for negotiability and the legal obstacles to their transposal in the electronic environment.

It was also explained that the functions achieved through multiple originals in the paper-based environment could find adequate treatment in an electronic environment with the use of different methods.
وأُوضِح أيضاً أنَّ الوظائف التي تؤدَّى بواسطة أصول متعدِّدة في البيئة الورقية يمكن أن تعامَل معاملةً ملائمةً في البيئة الإلكترونية باستخدام طرائق مختلفة.

With respect to multiple originals, it was noted that there might be various methods in an electronic environment to achieve the functions performed through multiple originals in a paper-based environment.
وفيما يتعلق بتعدُّد النسخ الأصلية، ذُكر أنَّه قد تكون هناك طرائق شتّى في البيئة الإلكترونية لأداء الوظائف التي يؤدِّيها تعدُّد النسخ الأصلية في البيئة الورقية.

It was suggested that, in the interest of ensuring predictability and enhancing legal certainty, it would be useful for the Working Group to consider developing positive criteria for the determination of the place of conclusion of contracts in an electronic environment.
فاقتُرح، توخيا لكفالة القدرة على التنبؤ وتحسين التيقن القانوني، أنه قد يكون مفيدا أن يفكر الفريق العامل في وضع معايير إيجابية لتحديد مكان إبرام العقود في البيئة الإلكترونية.
