A comprehensive and universal policy framework is necessary to ensure equal rights and non-discrimination in accordance with international human rights instruments, including by guaranteeing that all persons have well-defined and recognized legal identity.

While taking note of the constitutional and legislative provisions relating to equal rights and non-discrimination and the ongoing review of the Criminal Code, the Committee finds it regrettable that the prohibition of racial discrimination as defined in article 1 of the Convention is still not fully incorporated into the State party's legislation, including the Criminal Code and the Code of Criminal Procedure (arts. 1, 2, 3 and 4).
