" 10. The elaboration of the comprehensive programme of disarmament should take place as urgently as possible and parallel with the negotiations on concrete disarmament measures, particularly those agreed in the Programme of Action adopted at the tenth special session of the General Assembly.

33. It was regrettable that no consensus had been reached at the tenth special session of the Human Rights Council on the adoption of the resolution on the impact of the global economic and financial crises on the realization and effective enjoyment of human rights.
