The following recommendations were made with regard to the topic entitled " Licit trade in precursor chemicals: additional elements of effective control " :
7- قُدِّمت التوصياتُ التالية بشأن الموضوع المعنون " التجارة المشروعة في السلائف الكيميائية: عناصر إضافية للمراقبة الفعّالة " :

2. Calls upon the International Narcotics Control Board to further strengthen communication with Member States and to work with them in identifying opportunities for more effective control and monitoring of the trade in precursor chemicals frequently used in the illicit manufacture of narcotic drugs and psychotropic substances;
2- تدعو الهيئة الدولية لمراقبة المخدّرات إلى مواصلة العمل على تدعيم الاتصالات مع الدول الأعضاء والتعاون معها على اكتشاف الفرص المتاحة لزيادة فعالية مراقبة ورصد التجارة في السلائف الكيميائية التي يكثر استخدامها في صنع المخدّرات والمؤثرات العقلية على نحو غير مشروع؛

2. Calls upon the International Narcotics Control Board to further strengthen communication with Member States and to work with them in identifying opportunities for more effective control and monitoring of the trade in precursor chemicals frequently used in the illicit manufacture of narcotic drugs and psychotropic substances;
2- تناشد الهيئة الدولية لمراقبة المخدرات أن تواصل تعزيز الاتصالات مع الدول الأعضاء وأن تعمل معها على استكشاف الفرص لزيادة فعالية مراقبة ورصد التجارة في السلائف الكيميائية التي يكثر استخدامها في صنع المخدرات والمؤثرات العقلية على نحو غير مشروع؛

9. While noting that Global Shield is focused primarily on regulating the legitimate trade in precursor chemicals that may be used in IEDs and the interdiction of the illicit use of these chemicals for the production of IEDs, it does provide the CCW with a model for the voluntarily exchange of information between States on IEDs.
9- وتجدر الإشارة إلى أن برنامج الدرع العالمي يركز أساساً على تنظيم التجارة المشروعة في السلائف الكيميائية التي يمكن استخدامها في الأجهزة المتفجرة المرتجلة، ومنع استخدام هذه المواد الكيميائية غير المشروع لإنتاج تلك الأجهزة، غير أنه يتيح للاتفاقية في الوقت ذاته نموذجاً لتبادل المعلومات طوعاً بين الدول بشأن الأجهزة المتفجرة المرتجلة.

It was recommended that Governments should be encouraged to register with Pre-Export Notification Online (PEN Online) to monitor licit trade in precursor chemicals under international control, so as to prevent their diversion into illicit channels.
107- أوصي بتشجيع الحكومات على التسجيل في نظام الإشعارات السابقة للتصدير بالاتصال الحاسوبي المباشر (نظام " بن أونلاين " ) من أجل مراقبة التجارة المشروعة في السلائف الكيميائية الخاضعة للمراقبة الدولية، وذلك بغية منع تسريبها إلى قنوات غير مشروعة.

Recalling the United Nations resolutions calling on Member States to increase international and regional cooperation in order to counter the illicit manufacture of and trafficking in drugs, including by strengthening the control of the international trade in precursor chemicals frequently used in the illicit manufacture of drugs and preventing attempts to divert these substances from licit international trade to illicit use,
وإذ تستذكر قرارات الأمم المتحدة التي تهيب بالدول الأعضاء أن تزيد من التعاون الدولي والإقليمي من أجل مكافحة صنع المخدّرات والاتجار بها على نحو غير مشروع، بوسائل منها تعزيز الرقابة على التجارة الدولية في السلائف الكيميائية التي يكثر استخدامها في صنع المخدّرات غير المشروعة، ومنع محاولات تسريب هذه المواد من التجارة الدولية المشروعة لاستخدامها على نحو غير مشروع،

(c) Governments should be encouraged to register with Pre-Export Notification Online (PEN Online) to monitor licit trade in precursor chemicals under international control, so as to prevent their diversion into illicit channels.
(ج) تُشجَّع الحكومات على التسجيل في نظام الإشعارات السابقة للتصدير بالاتصال الحاسوبي المباشر ( " بن أونلاين " ) من أجل مراقبة التجارة المشروعة في السلائف الكيميائية الخاضعة للمراقبة الدولية، وذلك بغية منع تسريبها إلى قنوات غير مشروعة.

We will adopt proposals which will improve our action against money-laundering, strengthen judicial cooperation, tackle the illicit trade in chemical precursors and the menace of amphetamine-type stimulants, and help to provide an alternative income and livelihood for those who rely on illicit drug cultivation for their living.
وسوف نعتمد مقترحات تحسن إجراءاتنا لمكافحة غسل اﻷموال، وتقوية التعاون القضائي، والتصدي للتجارة غير المشروعة في السلائف الكيميائية ولخطر المنشطات اﻷمفيتامينية، والمساعدة في توفير دخول وسبل عيش بديلة للذين يعتمدون على زراعة المخدرات غير المشروعة في معيشتهم.

86. Likewise, it was a mistake not to refer in the draft resolution to Security Council resolution 1817 (2008), on the situation in Afghanistan, in which the Security Council had, for the first time, called upon Member States to strengthen the monitoring of the international trade in chemical precursors.
86 - ومضى يقول إنه بالمثل، من الخطأ عدم الإشارة في مشروع القرار إلى قرار مجلس الأمن 1817 (2008) بشأن الحالة في أفغانستان الذي أهاب فيه مجلس الأمن للمرة الأولى بالدول الأعضاء أن تدعم رصد التجارة الدولية في السلائف الكيميائية.

We look forward to a more active fight against the production and trafficking of narcotics, and we reiterate the need for the full implementation of resolution 1817 (2008), on international cooperation to strengthen the monitoring of the international trade in chemical precursors.
كما أننا نتطلع إلى إجراءات أكثر نشاطا في مكافحة إنتاج المخدرات والاتجار بها، ونكرر التأكيد على ضرورة التنفيذ الكامل للقرار 1817 (2008) بشأن التعاون الدولي لتعزيز رصد التجارة الدولية في السلائف الكيميائية.

It was noted that the efforts of some national authorities in those areas were increasingly being frustrated by lack of capacity to deal with hazardous crime scenes and to dispose of precursor chemicals safely.
ولوحظ أن جهود بعض السلطات الوطنية تواجه ازدياد الإحباط في تلك المجالات من جرّاء الافتقار إلى القدرة على التصدي لمشاهد الاجرام الخطيرة وعلى التصرّف في السلائف الكيميائية بشكل مأمون.
