At the 18th Meeting of States Parties to the Convention last June, important decisions were made regarding the workload of the Commission on the Limits of the Continental Shelf, the ability of States, particularly developing States, to fulfil the requirements of article 4, annex II of the Convention, as well as the allocation of seats on the Commission and the Tribunal.
وفي الاجتماع الثامن عشر للدول الأطراف في الاتفاقية، اتخذت قرارات هامة فيما يتعلق بعبء العمل للجنة حدود الجرف القاري، وقدرة الدول، لا سيما الدول النامية، على الوفاء بمتطلبات المادة 4 من المرفق الثاني للاتفاقية، وكذلك بشأن توزيع المقاعد في اللجنة والمحكمة.

2. Also decides to take up at the next meeting of States parties the issue of allocation of seats on the Commission and the Tribunal, under the item entitled " The allocation of seats on the Commission and the Tribunal " .
2- يقرر أيضاً أن يتناول خلال الاجتماع المقبل للدول الأطراف مسألة توزيع المقاعد في اللجنة والمحكمة، تحت البند المعنون " توزيع المقاعد في اللجنة والمحكمة " .

96. At the last plenary, as a result of these consultations, the Meeting adopted a decision entitled " The allocation of seats on the Commission and the Tribunal " , without a vote (see SPLOS/163).
96 - وخلال الجلسة العامة الأخيرة، ونتيجة لهذه المشاورات، اتخذ الاجتماع بدون تصويت قرارا بعنوان " توزيع المقاعد في اللجنة والمحكمة " (انظر SPLOS/163).

8. Other decisions adopted during the Meeting were the following: " Decision on the vacancy in the Commission on the Limits of the Continental Shelf " (SPLOS/181) and the " Decision on the allocation of seats on the Commission and the Tribunal " (SPLOS/182).

Thanks to the flexibility shown by all regional groups of States parties, important decisions were made at the nineteenth Meeting of States Parties to UNCLOS, held in June 2009, with regard to the allocation of seats on the Commission and the Tribunal.
بفضل المرونة التي أبدتها كل الجماعات الإقليمية والدول الأطراف، اتُخذت قرارات هامة في الاجتماع التاسع عشر للدول الأطراف في اتفاقية الأمم المتحدة لقانون البحار، المعقود في حزيران/يونيه 2009، بخصوص توزيع المقاعد في اللجنة والمحكمة.

96. At the invitation of the current President, the President of the eighteenth Meeting informed delegations that during the months preceding the nineteenth Meeting, informal consultations on the allocation of seats on the Commission and the Tribunal had been conducted in a spirit of cooperation among the regional groups concerned.
96 - بناء على دعوة من الرئيس الحالي، أبلغ رئيس الاجتماع الثامن عشر الوفود بأنه قد أُجريت مشاورات غير رسمية بشأن توزيع المقاعد في اللجنة والمحكمة خلال الأشهر السابقة للاجتماع التاسع عشر، في روح من التعاون بين المجموعات الإقليمية المعنية.

Having considered the two joint proposals contained in documents SPLOS/L.56 and SPLOS/L.57 in relation to the allocation of seats on the Commission and the Tribunal to reflect the increase in the number of States parties (see SPLOS/163, annexes I and II),

101. At the eighteenth Meeting, under the item " The allocation of seats on the Commission and the Tribunal " , the President of the seventeenth Meeting provided an overview of the negotiations that had taken place on the issue between the seventeenth and eighteenth Meetings, noting that despite all efforts, it had not been possible to reach a generally acceptable decision.
101 - وفي الاجتماع الثامن عشر، قدم رئيس الاجتماع السابع عشر، في إطار البند المعنون " توزيع المقاعد في اللجنة والمحكمة " عرضا عاما للمفاوضات التي جرت بشأن هذه المسألة بين الاجتماعين السابع عشر والثامن عشر، مشيرا إلى أنه على الرغم من جميع الجهود التي بُذلت فقد تعذر التوصل إلى مقرر يحظى بموافقة عامة.

As those efforts did not yield satisfactory results, the Group of African States and the Group of Asian States introduced a draft decision on the allocation of seats on the Commission and the Tribunal (SPLOS/L.56).
وبالنظر إلى أن تلك الجهود لم تحقق نتائج مرضية، فإن مجموعة الدول الأفريقية ومجموعة الدول الآسيوية قدمتا مشروع مقرر بشأن توزيع المقاعد في اللجنة والمحكمة (SPLOS/L.56).

107. Following the adoption of the decision, the representative of the Group of Western European and other States stated that it was the understanding of that Group that the decision was without prejudice to its legal position regarding the competence of the Meeting of States Parties to decide upon such a matter, and the requirement of consensus for the allocation of seats on the Commission and the Tribunal.
107 - وبعد اتخاذ المقرر، ذكر ممثل مجموعة دول أوروبا الغربية ودول أخرى أن المجموعة تفهم أن المقرر لا يخل بموقفها القانوني فيما يتعلق باختصاص اجتماع الدول الأطراف لاتخاذ قرار بشأن مثل هذه المسألة واشتراط التوصل إلى توافق في الآراء بالنسبة لتوزيع المقاعد في اللجنة والمحكمة.

In concluding, Mr. Croker provided an overview of the decisions adopted by the Meeting on matters of relevance to the Commission, namely, the decision on issues related to the workload of the Commission on the Limits of the Continental Shelf (SPLOS/162) and the decision on the allocation of seats on the Commission and the Tribunal (SPLOS/163).

100. The seventeenth Meeting of States Parties adopted a decision on the allocation of seats on the Commission and the Tribunal (SPLOS/163) in which it decided, having considered the two joint proposals from the African and Asian States parties, that " further work on proposals for the allocation of seats would be required to adopt decisions at the commencement of the eighteenth Meeting of States Parties " .
100 - اتخذ الاجتماع السابع عشر للدول الأطراف مقررا بشأن توزيع المقاعد في اللجنة والمحكمة (SPLOS/163)، قرر فيه أنه، وقد نظر في المقترحين المشتركين المقدمين من الدول الأطراف الأفريقية والآسيوية، " سيتعين الاضطلاع بالمزيد من العمل على مقترحات توزيع المقاعد للتمكن من اتخاذ مقررات في هذا الشأن في بداية الاجتماع الثامن عشر " .
