وأشار إلى أنه إذا كانت المادة الرابعة تنص على التعاون فيما بين أطراف المعاهدة في تنفيذ البرامج النووية السلمية، فإن التعاون لبلوغ هذا الهدف يتوقف على الامتثال لالتزامات عدم الانتشار المنصوص عليها في المادتين الثانية والثالثة.

However, it also firmly believed that the rights conferred by article IV of the Treaty must be exercised in compliance with the non-proliferation and safeguards obligations of articles II and III.
غير أنها تعتقد اعتقادا راسخا يجب ممارسة الحقوق المنصوص عليها في المادة الرابعة من المعاهدة يجب ممارستها على نحو يسمح بالامتثال لعدم الانتشار وبالالتزام بالضمانات الواردة في المادتين الثانية والثالثة.

The delegation of Croatia also suggested using the same definition of the term “illicit trafficking” in both article II and article IV. The delegation of the Syrian Arab Republic proposed to focus only on illicit firearms used by criminal organizations.
واقترح وفد كرواتيا أيضا استخدام نفس التعريف لمصطلح " الاتجار غير المشروع " الوارد في المادتين الثانية والرابعة . واقترح وفد الجمهورية العربية السورية أن يتم التركيز فقط على اﻷسلحة النارية غير المشروعة التي تستخدمها المنظمات الاجرامية .

As all delegations are aware, North Korea and Iran exemplify the alarming breakdown of compliance with the core nonproliferation undertakings contained in articles II and III of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) that we confront today from a small number of countries.
وكما تعلم الوفود كافة، فإن كوريا الشمالية وإيران تمثلان انهياراً يبعث على القلق للامتثال للتعهدات الرئيسية بشأن عدم الانتشار الواردة في المادتين الثانية والثالثة من معاهدة عدم انتشار الأسلحة النووية والذي نواجهه اليوم من عدد ضئيل من البلدان.

4 - وتقر مجموعة فيينا بالمكاسب التي يمكن تحقيقها من خلال التطبيقات السلمية للطاقة النووية والتقنيات النووية في المجالات المشار إليها في المادتين الثانية والثالثة من النظام الأساسي للوكالة الدولية للطاقة الذرية.

4. The Vienna Group recognizes the benefits that can be obtained from the peaceful applications of nuclear energy and nuclear techniques in the fields referred to in articles II and III in the statute of IAEA.
4 - وتقر مجموعة فيينا بالمكاسب التي يمكن تحقيقها من خلال التطبيقات السلمية للطاقة النووية والتقنيات النووية في المجالات المشار إليها في المادتين الثانية والثالثة من النظام الأساسي للوكالة الدولية للطاقة الذرية.

For example, the definition of genocide as contained in articles II and III of the Convention on the Prevention and Punishment of the Crime of Genocide, adopted by the General Assembly on 9 December 1948, should suffice for the purposes of the international criminal court, which was expected to enforce universally recognized law.
وعلى سبيل المثال، فإن تعريف اﻹبادة الجماعية الوارد في المادتين الثانية والثالثة من اتفاقية منع جريمة اﻹبادة الجماعية والمعاقبة عليها، والتي اعتمدتها الجمعية العامة في ٩ كانون اﻷول/ديسمبر ١٩٤٨، يكفي للوفاء بأغراض المحكمة الجنائية الدولية التي يُتوقع منها أن تنفذ القانون المعترف به دوليا.

2. The Conference recognizes the benefits of the peaceful applications of nuclear energy and nuclear techniques in the fields referred to in articles II and III of the statute of IAEA, and their contribution to achieving sustainable development in developing countries and for generally improving the well-being and the quality of life of the peoples of the world.
2 - يسلم المؤتمر بفوائد التطبيقات السلمية للطاقة النووية والتقنيات النووية في الميادين المشار إليها في المادتين الثانية والثالثة من النظام الأساسي للوكالة الدولية للطاقة الذرية، وما تسهم به في تحقيق التنمية المستدامة في البلدان النامية وتحسين الرفاه ونوعية الحياة لشعوب العالم بصفة عامة.

4. The Vienna Group recognizes the benefits that can be obtained from the peaceful applications of nuclear energy and nuclear techniques in the fields referred to in articles II and III in the statute of the International Atomic Energy Agency (IAEA).
4 - وتدرك مجموعة فيينا الفوائد التي يمكن الحصول عليها من التطبيقات السلمية للطاقة النووية والتقنيات النووية في الميادين المشار إليها في المادتين الثانية والثالثة من النظام الأساسي للوكالة الدولية للطاقة الذرية.

The States parties recall that the 2000 Review Conference recognized the benefits of the peaceful applications of nuclear energy and nuclear techniques in the fields referred to in articles II and III of the IAEA statute, and their contribution to achieving sustainable development in developing countries and for generally improving the well-being and the quality of life of the peoples of the world.
وتذّكر الدول الأطراف بأن المؤتمر الاستعراضي لعام 2000 أقر بفوائد التطبيقات السلمية للطاقة النووية والتقنيات النووية في الميادين المشار إليها في المادتين الثانية والثالثة من النظام الأساسي للوكالة، وبمساهمتها في تحقيق التنمية المستدامة في البلدان النامية ودورها عموما في تحسين رفاه شعوب العالم ونوعية معيشتها.

- Crimes against humanity referred to in articles II and III of the International Convention on the Suppression and Punishment of the Crime of Apartheid (1973) and articles 1 and 4 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (1984);
:: الجرائم ضد الإنسانية المذكورة في المادتين الثانية والثالثة من الاتفاقية الدولية لقمع جريمة الفصل العنصري والمعاقبة عليها (1973) والمادتين 1 و 4 من اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (1984)؛

The acts enumerated here are identical to those of articles II and III of the 1948 Convention on the Prevention and Punishment of Genocide.

While maintaining an overall commitment to this article, adherence to and compliance with the non-proliferation and verification requirements of articles II and III should be regarded as a precondition for the cooperation in peaceful uses of nuclear technology.
وإلى جانب مواصلة الالتزام الشامل بهذه المادة، ينبغي اعتبار التقيد بمتطلبات عدم الانتشار والتحقق والامتثال لها المنصوص عليها في المادتين الثانية والثالثة شرطا سابقا للتعاون في استخدام التكنولوجيا النووية للأغراض السلمية.
