According to the Government, 1,000 stockpiled anti-personnel mines, and 2,455 mines in mined areas had been destroyed in the year to 30 April 2003.

Some States Parties have remarked that the slow pace of implementation of the obligation to destroy or ensure the destruction of all anti-personnel mines in mined areas under a State Party's jurisdiction or control, as soon as possible but not later than ten years after entry into force is a compliance concern.

23. The extension of the deadline for destroying or ensuring destruction of anti-personnel mines in mined areas under the Republic of Cyprus' jurisdiction or control is necessary because certain parts of Cyprus' territory are occupied by the Turkish Armed Forces and these parts contain mined areas in which anti-personnel mines have been or are suspected to be emplaced.

In granting the request, the Conference noted that, while Argentina had put forward a " schematic plan " for implementing article 5 in mined areas that it has reported to be under its jurisdiction or control, Argentina itself has indicated that it " does not exercise territorial control over the land to be demined " .

The analysing group noted that, while taking into account all of these considerations, ultimately it is up to the Government of the United Kingdom to ensure compliance with its Article 5 obligation to destroy or ensure the destruction of all anti-personnel mines in mined areas under its jurisdiction or control, as soon as possible - obligations that were knowingly accepted by the United Kingdom as a sovereign State.

As reflected in its final report, adopted on 4 December 2009, the Cartagena Conference assessed the request submitted by Argentina for an extension of Argentina's deadline for the destruction of anti-personnel mines in mined areas of the Falkland Islands (Malvinas) in accordance with article 5.1, agreeing to grant the request for an extension until 1 January 2020.
وكما ورد في تقريره الختامي الذي اعتمد في 4 كانون الأول/ديسمبر 2009، قيّم مؤتمر قرطاجنة الطلب الذي قدمته الأرجنتين لتمديد الموعد النهائي الذي حددته الأرجنتين لتدمير الألغام المضادة للأفراد في المناطق المزروعة بالألغام في جزر فوكلاند (مالفيناس) وفقا للمادة 5-1، ووافق على طلب التمديد حتى 1 كانون الثاني/يناير 2020.
