The States that participated in UNISPACE III resolved to strengthen cooperation to help meet those challenges and to maximize opportunities for human development through the use of space science and technology and their applications.
وقد عقدت الدول المشاركة في اليونيسبيس الثالث العزم على تعزيز التعاون للمساعدة على مواجهة تلك التحديات وعلى زيادة فرص تحقيق التنمية البشرية إلى أقصى حد عبر استخدام علوم وتكنولوجيا الفضاء وتطبيقاتهما.

In the Vienna Declaration, the States participating in UNISPACE III called for action to be taken to improve the efficiency and security of transport, search and rescue, geodesy and other activities by promoting the enhancement of, universal access to and compatibility of space-based navigation and positioning systems.
وفي إعلان فيينا، دعت الدول المشاركة في اليونيسبيس الثالث إلى اتخاذ تدابير لتحسين كفاءة وأمن أنشطة النقل والبحث والإنقاذ والدراسات الجيوديسية وغيرها من الأنشطة عن طريق الترويج لتعزيز النظم الفضائية الخاصة بالملاحة وتحديد المواقع وإتاحة سبل الاستفادة منها للجميع وزيادة التوافق بينها.

It was also demonstrated that the recommendations made at UNISPACE III and at previous workshops were being implemented.
15- وأُوضح أيضا أنه يجري تنفيذ التوصيات التي قُدّمت في اليونيسبيس الثالث وفي حلقات العمل السابقة.

6. Significantly, the spin-offs and commercial benefits from space activities are becoming more widely recognized and this is a theme Australia would like to see developed and pursued at UNISPACE III. Space is no longer a government-only issue.
٦ - ومما له أهمية أن التسليم بالفوائد الجانبية والتجارية لﻷنشطة الفضائية يتسع نطاقا ، وهذا موضوع تود استراليا أن يطور ويبحث في اليونيسبيس الثالث . فالفضاء لم يعد مسألة تخص الحكومات وحدها .

41. The Preparatory Committee endorsed the recommendation of the Legal Subcommittee concerning its contributions to UNISPACE III (see paras. 158 and 159 below).
١٤ - أقرت اللجنة التحضيرية توصية اللجنة الفرعية القانونية بشأن مساهمتها في اليونيسبيس الثالث )انظر الفقرتين ٨٥١ و ٩٥١ أدناه(.

The Working Group noted that the Pugwash Conferences on Science and World Affairs and the European Space Science Committee of the European Science Foundation had expressed their interest in participating in UNISPACE III and agreed that those organizations should be invited.

In the Vienna Declaration, the Sates participating in UNISPACE III declared that, in using space applications for human security, development and welfare, action should be taken, inter alia, to improve the efficiency and security of transport, search and rescue, geodesy and other activities by promoting the enhancement of, universal access to and compatibility of space-based navigation and positioning systems.
وأعلنت الدول المشاركة في اليونيسبيس الثالث، في إعلان فيينا، أنه ينبغي، عند استخدام التطبيقات الفضائية من أجل أمن البشر وتنميتهم ورفاههم، اتخاذ تدابير من أجل جملة أمور منها تحسين كفاءة وأمن أنشطة النقل، والبحث والإنقاذ، ومسح الأرض، وغيرها من الأنشطة عن طريق تشجيع الوصول عالميا إلى الشبكات الفضائية للملاحة وتحديد المواقع وتوافق تلك الشبكات.

Several United Nations organizations and agencies, which were partners in the Integrated Global Observing Strategy (IGOS), participated in UNISPACE III. The IGOS Partnership provides an overarching strategy for Earth observation and global monitoring, enhances scientific understanding at the national, regional and international levels, and assists user groups and decision makers, in particular those from developing countries.
شاركت في اليونيسبيس الثالث عدة منظمات ووكالات تابعة للأمم المتحدة شريكة في استراتيجية الرصد العالمية المتكاملة. وتتيح الشراكة في استراتيجية الرصد العالمية المتكاملة استراتيجية واسعة النطاق لرصد الأرض وللرصد العالمي وتعمق الإدراك العلمي على المستويات الوطنية والإقليمية وتساعد مجموعات المستخدمين وصانعي القرارات، ولا سيما من البلدان النامية.

15. Mr. Zohar (Israel) said that, having played an active role in UNISPACE III, Israel was following with great interest the work of COPUOS and was involved in the exploration and peaceful uses of outer space.

The States participating in UNISPACE III unanimously adopted a resolution entitled " The Space Millennium: Vienna Declaration on Space and Human Development " , which contained the nucleus of a strategy to address global challenges in the future.
وقد اعتمدت بالإجماع الدول التي شاركت في اليونيسبيس الثالث قرارا عنوانه " الألفية الفضائية: إعلان فيينا بشأن الفضاء والتنمية البشرية " ،(1) الذي تضمّن نواة لاستراتيجية ترمي إلى مواجهة التحديات العالمية في المستقبل.

In particular, the States participating in UNISPACE III noted, in the Vienna Declaration, the benefits and applications of space technology in addressing the challenges to sustainable development, as well as the effectiveness of space instruments for dealing with the challenges posed by the depletion of natural resources, loss of biodiversity and the effects of natural and anthropogenic disasters.
ويُذكر، بصورة خاصة، أنَّ الدول المشاركة في اليونيسبيس الثالث لاحظت، في إعلان فيينا، فوائد تكنولوجيا الفضاء وتطبيقاتها فيما يتعلق بالتصدي للتحديات التي تواجه التنمية المستدامة، وكذلك فاعلية الأجهزة الفضائية في التصدي للتحديات التي يطرحها استنفاد الموارد الطبيعية وفقدان التنوع البيولوجي وآثار الكوارث الطبيعية والكوارث التي يسبّبها الإنسان.

In particular, in the Vienna Declaration the States participating in UNISPACE III noted the benefits and applications of space technologies in addressing the challenges to sustainable development, as well as the effectiveness of space instruments for dealing with the challenges posed by the depletion of natural resources, loss of biodiversity and the effects of natural and anthropogenic disasters.

The recommendations and proposals agreed upon at the Preparatory Conference constitute the regional input for consideration at UNISPACE III.
وتشكل التوصيات والاقتراحات التي اتفق عليها في المؤتمر التحضيري المدخلات الاقليمية المراد النظر فيها في اليونيسبيس الثالث .

Japan was anxious to see the implementation of the recommendations contained in the Vienna Declaration adopted at UNISPACE III and was pleased to see that the Committee on the Peaceful Uses of Outer Space had adopted the Canadian proposal on how that might be done.
واليابان تتطلع إلى تنفيذ التوصيات الواردة في إعلان فيينا الذي اعتمد في اليونيسبيس الثالث، ويسرها أن تعلم أن لجنة استخدام الفضاء الخارجي في الأغراض السلمية قد اعتمدت المقترح الكندي الذي يبين السبيل إلى عمل ذلك.

Egypt also hoped that at its fifty-ninth session in 2004, the General Assembly would review the implementation of the recommendations adopted at UNISPACE III, in accordance with paragraph 16 of General Assembly resolution 54/68.
كما تأمل مصر أن تقوم الجمعية العامة في دورتها التاسعة والخمسين التي ستعقد في عام 2004 باستعراض تنفيذ التوصيات التي اعتمدت في اليونيسبيس الثالث، وذلك وفقا للفقرة 16 من قرار الجمعية العامة 54/68.

4. The resolution entitled " The Space Millennium: Vienna Declaration on Space and Human Development " , which was unanimously adopted at UNISPACE III and subsequently endorsed by the General Assembly in its resolution 54/68, spells out a global strategy to turn into reality the potential of space applications to create conditions for sustainable development.
4- ويتضمن القرار المعنون " الألفية الفضائية: اعلان فيينا بشأن الفضاء والتنمية البشرية " الذي اعتمد بالاجماع في اليونيسبيس الثالث ثم أقرته الجمعية العامة في قرارها 54/68، استراتيجية عالمية واضحة المعالم لتحويل امكانات التطبيقات الفضائية إلى حقيقة من أجل ايجاد الظروف المؤاتية لتحقيق تنمية مستدامة.

In that connection, the programme of the Preparatory Conference took into account the provisional agenda for UNISPACE III. The outcome of the Conference, which reflects the aspirations and concerns of the regions of Africa and the Middle East, is expected to serve as one of four regional contributions to UNISPACE III, at which the framework for future international cooperation in space-related activities will be defined.
وفي هذا الصدد ، وضع برنامج المؤتمر التحضيري في اعتباره جدول اﻷعمال المؤقت لليونيسبيس الثالث . ومن المتوقع أن تكون نتيجة المؤتمر التي تعكس تطلعات وشواغل منطقتي افريقيا والشرق اﻷوسط واحدة من الاسهامات الاقليمية اﻷربعة في اليونيسبيس الثالث الذي سوف يحدد فيه اطار التعاون الدولي في المستقبل في مجال اﻷنشطة المتصلة بالفضاء .
