3- يجوز للدول الأعضاء في الأمم المتحدة التي ليست أعضاء في أي مجموعة اقليمية، كما يجوز للمراقبين، المشاركة في اجتماعات المائدة المستديرة المختلفة، عقب التشاور مع رؤساء تلك الاجتماعات.
