Meanwhile some judges continue to ignore a circular directive from the Head of the Judiciary on the treatment of detainees in pretrial detention, the details of which were set out in last year's report to the Commission (E/CN.4/2001/39 of 16 January, para. 31).

17. The period under review - 1 July 1996 to 30 June 1997 - coincided with the first year of UNRWA headquarters' presence in the area of operations, following successful completion of the relocation from Vienna in July 1996 as described in the previous year's report.
