The Special Rapporteur has informed the Commission in previous years of the existence of a situation in which persons belonging to the Bubi ethnic group on the island of Bioko and persons originating from the island of Annobon are discriminated against and subjected to inferior treatment.

63. EPIBIB stated that the three protected nature reserve areas on Bioko island, which were home to animal species that were not found anywhere else in the world, were being plundered despite the fact that the Government had signed treaties on the protection of biodiversity and the environment.
63- أكد شعب بوبي الأصلي في جزيرة بيوكو تعرض المناطق الثلاث المحمية باعتبارها محمياتٍ طبيعية في جزيرة بيوكو والتي تؤوي حيواناتٍ فريدة من نوعها في العالم للنهب، رغم توقيع الحكومة على معاهدات بشأن حماية التنوع البيولوجي والبيئة(169).

The results obtained by the opposition in those elections led to reprisals both on the island of Bioko and in the mainland region of Rió Muni, according to what the Special Rapporteur has been able to ascertain.

56. The Special Rapporteur reported earlier on a situation involving discrimination against persons belonging to the Bubi ethnic group on the island of Bioko and the inhabitants of the island of Annobón.

On 14 March he sent the Minister of Justice a letter requesting information on the reasons for the transfer of 41 detainees belonging to the Bubi ethnic group from their prison on the island of Bioko to a prison on the continent, far from their families.
وفي 14 آذار/مارس بعث برسالة إلى وزير العدل طالبا معلومات بخصوص أسباب نقل 41 سجينا ينتمون إلى مجموعة البوبي العرقية من سجنهم في جزيرة بيوكو إلى سجن في الداخل، بعيدا عن عائلاتهم.

45. In the same context, to ensure freedom of movement and transit, it recommended the " dismantling of police and military checkpoints responsible for such human rights violations " , both on the island of Bioko and in the mainland region of Rio Muni, since experience had clearly shown that it was here that free movement and transit were being impeded.

101. Similarly, he recommends that the police and military checkpoints throughout the interior of Equatorial Guinea, both on the island of Bioko and in the mainland region of Rio Muni, should be dismantled, since experience has amply demonstrated that they are responsible for impeding freedom of movement and freedom to travel.

31. The Special Rapporteur on the situation in the Republic of Equatorial Guinea, Mr. Alejandro Artucio, referred in his report (E/CN.4/1997/54) to discrimination against persons belonging to the Bubi ethnic group on the island of Bioko and the inhabitants of the island of Annobon.

These efforts by the Government and the country's development partners has reduced the prevalence rate of malaria among children under age 15 on the island of Bioko from 45 per cent in 2004 to 23 per cent in 2008. On the mainland the percentage was 60.9 per cent in 2007 and 58.33 per cent in 2008, for the reasons outlined above.
والجدير بالذكر أن جهود الحكومة وشركائها في التنمية قد قلّصت معدّل انتشار الملاريا بين الأطفال ما دون 15 سنة في جزيرة بيوكو من 45 في المائة في عام 2004 إلى 23 في المائة في عام 2008، في حين أن نسبته في منطقة البر الرئيسي انخفضت من 60.9 في المائة في عام 2007 إلى 58.33 في المائة فقط في عام 2008 للسبب الآنف ذكره.

30. In his previous report, the Special Representative expressed his concern, as his distinguished predecessors had done, about the discrimination practised by the Fang, who are the majority ethnic group in the country, against the Bubi who are the majority ethnic group on the island of Bioko (where the capital is located), although they are a minority in the rest of the territory.
30- عبّر الممثل الخاص في تقريره السابق، كما فعل الممثلون الخاصون الموقرون الذين سبقوه، عن انشغاله، بخصوص التمييز الذي تمارسه مجموعة الفانغ، التي تشكل أكبر مجموعة عرقية في البلاد، ضد البوبي الذي يشكلون أكبر مجموعة عرقية في جزيرة بيوكو (حيث تقع العاصمة) لكنهم يشكلون أقلية في باقي البلاد.

11. The Bubi indigenous people of the island of Bioko (EPIBIB) reported that they were the victims of subjugation, total discrimination and contempt.

59. Accordingly, the Special Rapporteur urged the authorities of Equatorial Guinea, in his interviews with them, to encourage forms of functional autonomy that would guarantee the participation of the members of the Bubi ethnic group in society, while preserving the cultural, religious and political institutions proper to their identity as a people and their traditions as very ancient inhabitants of the island of Bioko.

37. EPIBIB recommended ensuring that persons were allowed to travel freely, without having to request Government permission, and that Bubi women, men and young people living on Bioko island should in future be allowed to freely attend the United Nations forums for indigenous peoples and freely return to the island.
37- أوصى شعب بوبي الأصلي في جزيرة بيوكو بأن تجيز البلاد سفر أفراده بحرية دون وجوب طلب تصريح من الحكومة، وأن يُتاح بعد الآن للنساء والرجال والشباب من شعب بوبي القاطنين في جزيرة بيوكو الحضور بكامل الحرية إلى محافل الشعوب الأصلية المنظمة في إطار الأمم المتحدة وتُتاح عودتهم بكامل الحرية إلى الجزيرة(109).

With regard to the Bubis, it should be noted that the victims of the abuses are actual or alleged members of or simply sympathize with the Movimiento para la Autodeterminación de la Isla de Bioko (MAIB).
وفيما يتعلق بالبوبيين، لا بد من أن يذكر أن ضحايا سوء المعاملة هم أعضاء فعليون أو مزعومون أو هم مجرد متعاطفين مع حركة تقرير المصير في جزيرة بيوكو.

58. EPIBIB recommended establishing a constructive dialogue between the Government of Equatorial Guinea and the Bubi people of Bioko island in the United Nations, using the Declaration on the Rights of Indigenous Peoples as the basis for discussions.
58- أوصى شعب بوبي الأصلي في جزيرة بيوكو بإجراء حوار بنّاء بينه وبين حكومة غينيا الاستوائية في إطار الأمم المتحدة، يستند إلى إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية كأساسٍ له(162).
