Article 24. Documentary record of procurement proceedings The purpose of the article is to promote transparency and accountability in procurement by requiring the procuring entity to maintain an exhaustive documentary record of the procurement proceedings and providing access thereto by interested and authorized persons.
1- الغرض من هذه المادة هو تعزيز عنصري الشفافية والمساءلة في عمليات الاشتراء عن طريق مطالبة الجهة المشترية بالاحتفاظ بسجل مستندي شامل لإجراءات الاشتراء وعن طريق توفير إمكانية الاطلاع على هذا السجل من جانب الأشخاص المعنيين والأشخاص المأذون لهم.

7. The rule in paragraph (3) prohibiting the consideration of late tenders is intended to promote economy and efficiency in procurement and the integrity of and confidence in the procurement process.
7- وأما القاعدة الواردة في الفقرة (3) التي تحظر النظر في العطاءات المتأخّرة فالقصد منها تعزيز الاقتصاد في التكاليف والكفاءة في عمليات الاشتراء وسلامة إجراءات الاشتراء والثقة فيها.

14. The Working Group noted that the Guide to Enactment could be addressed not just to legislators, but also to regulators and perhaps operators (procurement officials such as contracting officers and those in charge of designing electronic systems for use in procurement).
