7. Promote the enrolment and retention of young people in educational institutions at all levels, including secondary, technical, vocational, and higher education with special attention to women and young people living in poverty and in vulnerable situations;

4. Emphasizes the need to link policies on economic and social development to ensure that all people, including those living in poverty and in vulnerable situations, benefit from inclusive economic growth and development, in accordance with the goals of the Monterrey Consensus of the International Conference on Financing for Development7 and the Doha Declaration on Financing for Development;9
