(ب) تهيب بالدول أن تضع، إن لم تكن فعلت ذلك، نظما وإجراءات يمكن تطبيقها بسهولة لكفالة أن تكون المصالح المثلى للطفل هي الاعتبار الأول في كل الإجراءات المتعلقة بالأطفال المهاجرين بصرف النظر عن وضعهم من حيث الهجرة، وأن تستخدم، حيثما ينطبق ذلك، بدائل عن احتجاز الأطفال المهاجرين؛
