3. The overall situation in Kosovo and Metohija has radically improved and is quickly returning to normal.
٣ - وتحسنت الحالة العامة في كوسوفو وميتوهيجا تحسنا جذريا كما أنها تشهد عودة سريعة إلى اﻷوضاع الطبيعية.

1. In order to be able to make credible statements regarding the situation in Kosovo and Metohija, the Republic of Albania is first to do the following:
١ - لا يمكن لجمهورية ألبانيا أن تدلي ببيانات تتسم بالصدقية بشأن الحالة في كوسوفو وميتوهيجا ما لم تقم أولا بما يلي:

The number of Albanians in Kosovo and Metohija in the last 50 years has quadrupled, whereas the number of Serbs has been reduced by two thirds in that same period.
فقد ازداد عدد اﻷلبانيين في كوسوفو وميتوهيجا في السنوات اﻟ ٥٠ اﻷخيرة أربعة أضعاف، بينما انخفض عدد الصربيين بما يعادل الثلثين في الفترة نفسها.

Accordingly, the percentage of ethnic Albanians living in Kosovo and Metohija is much lower than the one often quoted for propaganda purposes and is realistically estimated to stand at between 60 and 70 per cent.

The failure of the Kosovo Force and the United Nations Interim Administration Mission in Kosovo to prevent these atrocities makes them an accomplice in the furtherance of the nefarious goals of Albanian terrorist separatists in Kosovo and Metohija.
وفشل قوة كوسوفو وبعثة اﻷمم المتحدة اﻹدارية المؤقتة في كوسوفو في منع هذه اﻷعمال الوحشية يجعلها شريكة في تعزيز اﻷهداف الشائنة التي يرمي إلى تحقيقها الانفصاليون اﻹرهابيون اﻷلبان في كوسوفو وميتوهيجا.

In writing to you, I take the liberty of recalling the continuous destructive role, now in the ascendant, played by the Republic of Albania vis-à-vis the Federal Republic of Yugoslavia and the Balkans, particularly vis-à-vis the situation in Kosovo and Metohija.
