The concern of the Russian Federation about the problems of the Russian-speaking population in Latvia and Estonia did not reflect any tendentious attitude on its part towards those two countries.
٢٢ - وأعلن أن قلق الاتحاد الروسي إزاء مشاكل السكان الناطقين بالروسية في لاتفيا واستونيا لا يعكس أي سلوك متحيز من جانبه تجاه هذين البلدين.

Missions sent there by the United Nations, the Conference on Security and Cooperation in Europe, the Council of Europe and non-governmental human rights organizations had noted in their recommendations that there were real problems in Latvia and Estonia which should be addressed by the international community.

5. According to international agencies and human rights organizations (and the affected communities themselves), the situation in Latvia and Estonia remained highly problematic.

I. The position of representatives of the disenfranchised nationalities using the Russian language as a means of communication between nationalities (the Russian-speaking population) in Latvia and Estonia in 1996 has not only not changed for the better in any respect but is steadily tending to deteriorate.
