(a) Providing substantive and technical support to the following bodies, to enable them to fulfil their role as policymaking organs of the United Nations on matters of international drug control and crime prevention and criminal justice, and as governing bodies of the United Nations Office on Drugs and Crime:
(أ) تقديم الدعم الفني والتقني إلى الهيئات التالية، لتمكينها من أداء دورها بوصفها أجهزة الأمم المتحدة المعنية بتقرير السياسات في مجال المراقبة الدولية للمخدرات ومنع الجريمة والعدالة الجنائية، وبوصفها هيئات إدارية لمكتب الأمم المتحدة المعني بالمخدرات والجريمة:

13.4 As the focal point for the coordination of action against drug abuse and illicit trafficking within the United Nations system, UNDCP would facilitate and promote implementation of all efforts at international drug control at the subregional, regional and global levels.

15.2 The Programme has normative functions stemming from the international drug control treaties.

2. In paragraph 13.2, reference should be made to resolutions 49/168 of 23 December 1994 and 50/148 of 21 December 1995, which are an essential part of the mandate of the United Nations programme in the area of international drug control.

Mr. Kazykhanov (Kazakhstan), speaking on behalf of the members of the Commonwealth of Independent States (CIS), said that despite the substantial results achieved in international drug control in recent years, the situation in Afghanistan, where there had been a 59 per cent increase in the area under opium poppy cultivation in 2006, was cause for concern.

8. Although in the long run the world community will need a comprehensive legal instrument to ensure that organized crime, money-laundering and corruption can be fought globally, the Board is nevertheless aware that for the time being the provisions of the 1988 Convention and its universal ratification and implementation are seen as progressive steps in the area of international drug control.
٨ - ومع أن المجتمع العالمي في حاجة، على المدى البعيد، إلى صك قانوني شامل يكفل مكافحة الجريمة وغسل اﻷموال والفساد على الصعيد العالمي، فإن الهيئة تدرك أن أحكام اتفاقية عام ١٩٨٨ والتصديق عليها وتنفيذها عالميا، تعتبر في الوقت الحاضر خطوات تدريجية في مجال المراقبة الدولية للمخدرات.

2. The governing bodies of all relevant agencies and organizations of the United Nations system should be called upon to ensure that adequate financial and human resources are allocated for the further development and implementation of drug control activities designed in cooperation with the United Nations International Drug Control Programme in its capacity as the lead agency in the field of international drug control.
٢ - يتعين دعوة جميع مجالس إدارة جميع الوكالات والمؤسسات ذات الصلة، داخل منظومة اﻷمم المتحدة، الى ضمان توفير الموارد المالية والبشرية اللازمة لوضع وتنفيذ المزيد من اﻷنشطة المتعلقة بمكافحة المخدرات بالتعاون مع برنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات، بصفته الوكالة الرائدة في مجال المراقبة الدولية للمخدرات.
